Sabden is a pleasant village location in the popular Ribble Valley area of Lancashire. It is located south of Pendle Hill in the Forest of Bowland Area of Outstanding Natural Beauty. It is approximately 4 miles south east of Clitheroe, 22 miles north of Blackburn and 33 miles north east of Preston.

The site is within the jurisdiction of Ribble Valley Borough Council. It is located within the Sabden Conservation Area. The site is subject to a planning application (ref: 3/2014/0188) for part demolition of the existing mill and the erection of 37 new build dwellings and 3 dwellings in a converted retained mill building and associated hard and soft landscaping and demolition of the chimney.

Sabden has a number of amenities such as convenience stores, a post office and a village pub. A more comprehensive range of facilities and amenities can be found in nearby Clitheroe. The village has two primary schools and is in the catchment area for Clitheroe Royal Grammar school, Ribblesdale School for Technology and Applied Learning and St Augustine’s RC High School as at November 2014. The A671 is approximately 3 miles to the west, with junction 8 of the M65 some 5 miles to the south. The nearest railway station is located in Whalley, 4 miles to the west. This provides regular local stopping services to Clitheroe and Manchester Victoria. There area also a number of local bus services running through the village.

Description The site extends to some 1.37 ha (3.4 acres) and is situated to the west of the

village centre. It is largely rectangular in shape. There are a number of mature trees to the north of the site fronting Whalley Road. There are a number of single and two storey workshop / derelict buildings as well as a Cotton Blowing Tower which is to be retained. Sabden Brook crosses over part of the site from west to east. The site has two existing access points, one off Whalley Road and another via Watt Street. It is bound by Whalley Road to the north, Watt Street to the east, the remainder of the former mill site to the south and woodland to the west. The immediate vicinity is largely residential.

This was delegated for officer approval pending the finalising of a Section 106 Agreement within three months of the committee meeting on 13th November 2014. We understand that the Section 106 will be agreed and finalised in next 2 / 3 weeks subject to final comments.
