Space, Security & Infrastructure Bond Referendum April 10, 2018 6am-9pm The proposed capital project addresses the district’s Space, Security and Infrastructure. Due to increased enrollment, there are overcrowding issues that have impacted our elementary school. Due to space constraints, the district has suspended its Universal Pre-K program and offers art via Art-on-Cart at our elementary school. This bond proposes a second story on the William E. Cottle School that would provide 8 new classrooms. The safety and security of our students is paramount. The proposed bond includes an external security vestibule at the main entrance of William E. Cottle School as well as modernized communication systems for building-wide announcements, security upgrades, fire alarm systems, egress lighting and rekeying. The Building Conditions Survey and energy study identified infrastructure work related to aging school facilities that, if left unaddressed, could lead to safety hazards, infrastructure failures, expensive maintenance costs and operational inefficiencies. This bond would include telephone and bell system updates, univent refurbishment, energy system upgrades, select floor and ceiling replacements, turf field replacement, Cottle field renovation, and additional mechanical plant repairs.

• Estimated Average Homeowner Cost: $254/year on a home with an assessed value of $8,500. However, due to the retirement of existing debt, the net impact to a homeowner for the project is expected to be close to neutral - $60/year for two years and then cost neutral. • While NYSED is currently taking up to 9 months for project approval, our goal is to obtain NYSED approval in time to begin construction in Summer 2019 with an estimated construction completion date of Summer 2020.
