2017 Referee Standards and General Information

Referee Standards for Availability Keep Game Officials availability calendar UP TO DATE •

Need to note if you can or cannot work a specific weekend



Last minute cancelations o Emergencies happen, however we cannot have last minute cancelations. o Review your schedule as soon as possible and feedback any conflicts with Scott Johnson.



IF you have issues with a Coach, Parent or Player you must notify the MUSA as soon as possible so we can resolve the issue.

2017 Rules Changes

The only difference between U6, U7 and U8 will be the throw in requirement. For U6 the kick-in will replace the throw-in. Defense will need to play 5 yards away from the kicker.

U10 Rec will use the build-out line (color should be orange or different than field lines.) During a goal kick or when goalie is putting the ball back into play, the players must drop behind this line unless the goalie wants to speed up the play. The ball is NOT in play until it is received by another player. The defense is NOT allowed to cross the build-out line until the ball is in play. A player is not in an offsides position until they are past the buildout line (U10 REC ONLY) U10 Select will drop to midfield during goal kicks or when the goalie is putting the ball back into play. The ball is in play after it has left the penalty area. A player is not in an offsides position until they are past the halfway line (standard offside rules) If a player continues to cross the line before the ball is in play they can be carded after they are warned.

U12, U13/14 and U16 playing formats did not change for 2017. PAY ATTENTION to the slight differences in # of players, match length, ball size and substitutions. *As stated there are no changes in formats but differences in the age groups.

2017 Referee Equipment

Equipment you should have when working a game: • Whistle • Stopwatch or Timer

• Coin or something fun to designate heads/tails

• Water

• Flags for AR assignment

• Complete referee uniform (from shirt to shoes)

• Roster (for select games)

• Red and Yellow cards

• Pen or Pencil

• Ball pump (optional)

2017 Pre-Game Checks

Pre-game field checks: • Anchored Goals • Nets Fastened • Corner flags correctly positioned • Field lines are clear • Parents/benches not within 3 yard s of touchline • Field is safe to play on (no holes, debris etc.)

Pre-game player checks: • Check player cards (Select and Academy only) • All players wearing shin guards • All shoes are tied • All players wearing correct style of cleats • No exposed cast or splints (must be completely covered with bubble wrap )- if it is not covered player CANNOT play • No jewelry necklaces, rings, earrings, etc. if it is not removed the player CANNOT play • Goalkeeper must have different colored shirt

Pre-kickoff standard: • Call for team captains • Explain the winner will get to choose side to attack and loser will get to kickoff first. • Decide who will call the flip • Mark kickoff direction on game report • Announce result to captains and tell them to report it to the coach and team.

THIS IS NOT CRITICISM OF YOUR PERFORMANCE, IT IS INFORMATION WE WILL USE TO IMPROVE OUR ONFIELD PERFORMANCE AND COACHES PERCEPTIONS. OVERALL MUSA REFEREES WERE VERY SUCCESSFUL WITH MANAGING THE FIELDS FOR THE 2016 FALL SOCCER SEASON. WE STILL HAVE A FEW AREAS FOR IMPROVEMENT SO PLEASE READ AND UNDERSTAND THE FEEDBACK ITEMS FROM OUR COACHES ON THE NEXT FEW SLIDES.

U6 •

Need consistency with enforcing the ½ way line drop back



Add 5 yard drop off for kick-ins instead of throw ins



Coaches are still parking someone in front of the goal

U7 •

Would like the Refs to be vocal and more of a teaching environment



Inconsistent with start of games – i.e. some would do coin flips or call for captains and others did not.



Some refs would use hand signals instead of voice



Players charging the ball before possession has occurred



Playtime is 4 X 10 min QTRS – some inconsistencies

U8 •

Duration is 4 X 10 min QTRS – some inconsistencies

U10 •

Refs were inconsistent on offsides calls



Substitutions – when can you do



Some coaches would use as a stall tactic to control tempo



Refs need zip ties for nets



Pre-game inspection – girl was cleared for playing with cast then removed midway through because of cast



Who can coaches contact if there are question before or during the game?



Throw-ins – if the player violates the throw in rules they should lose the ball



Would like the refs to have a louder whistle



If the ref hears parents getting out of line the coaches would like to be notified during the game to control the

behavior

U12 •

Playing outside of Madison County created issues with 9V9 i.e. Lexington and surrounding counties was using 7V7 and no headers when MUSA teams trained for both



Refs need to be clear on difference between direct and indirect calls



Would like the refs to have louder whistles
