2016 brought several changes to the official visit landscape. One significant change that was made regarding official visits are the requirements that must be met before a prospective student-athlete may be provided an official visit. In the past, a prospective student-athlete (“PSA”) must have presented the institution with a transcript from his/her high school or college, he/she must have registered with the NCAA Eligibility Center, must have been played on the institution’s request list (IRL) and must have taken the SAT or ACT. As of August 1st, the requirement that the prospective student-athlete must have taken the SAT/ACT before going on official visits was removed. Other changes that were addressed through revised legislation have to do with accommodations on an official visit. Institutions may now provide lodging for up to four family members accompanying the PSA on their official visit and may also provide entertainment and meals for those four family members. With regards to lodging, the additional occupants of a hotel room , however, are not allowed to be other prospective student-athletes who are being recruited by the institution (Bylaw 13.6.6.1).

The early signing period is quickly approaching and the season of official visits is in full swing for prospective student-athletes. As defined by the NCAA, an official visit is any visit that is paid for in part or whole by the university that is hosting the prospective student-athlete. During these “paid” visits, a university is allowed to cover certain expenses for the prospective student-athlete and their family. Some of these expenses include: lodging, entertainment and meals.

Additionally, universities are allowed to provide $40.00 per day for the entertainment of a prospective student-athlete and their student host as well as up to four family members. While on an official visit, a PSA may receive up to six complimentary admissions to a home athletics event at any facility within a 30-mile radius of the main campus (bylaw 13.6.7.2) These complimentary tickets must only be used by the prospect and their 4 family members, the seating must only be in general seating, and the tickets must be issued through a pass-list on an individual-game basis.

Student-Athlete Reminders– Official Visits The use of student hosts have been an effective method for hosting recruits who are on an official visit . These hosts help provide additional insight to prospective athletes and their family members so that they may have a better understanding of what the university has to offer. Bylaw 13.6.7.5 stipulates the requirements of a student host as well as the restrictions regarding hosting responsibilities. -One of these requirements are that student hosts must be either current student-athletes or a student ambassador/ campus tour guide. Student hosts cannot be representatives of the institution’s athletics interests, i.e. a booster. Universities can offer these hosts a maximum of $40 for each 24 hour period ($80 for 48 hour period) to cover the costs required to entertain the prospect and their family members. These allowances cannot be used to purchase goods such as: 1) Souvenirs; 2) T-shirts; or 3) any other university mementos. -In addition, cash can never be provided to a prospective student-athlete on his/her visit. -An athletic staff member may serve as a host, but their entertainment costs must be included in the entertainment allowance.

30-Plus Charleston Southern Football Players Banned in

UCLA Assistant Gets Show-Cause Penalty for NCAA Violation

Bizarre Bookstore Violation

The NCAA penalized UCLA Football Assistant Football Coach Adrian Klemm with a two-year show-cause order for arranging training services and housing for two recruits worth $2,400. The NCAA characterized Klemm’s violations as Level II, which is the second-most serious violation in the new four-tiered system. Aggravated by what the NCAA said was “blatant disregard for the NCAA Constitution/ By-Laws.” This investigation was brought to the NCAA’s attentions when Klemm’s exgirlfriend emailed a tip to the NCAA enforcement staff. Klemm believed that the arrangements he made with the two recruits were legal since the players had already signed National Letters of Intent with UCLA. That statement alone was the basis for the NCAA to hit him with an unethical conduct violation. Klemm is now under a show-cause order till Sept. 15, 2018. If UCLA keeps him or another school hires him during this period, they must appear in front of the Committee on Infractions.

According to multiple sources, Charleston Southern was without 30 of their players for their football game against powerhouse Florida State University due to suspensions handed down by the NCAA. These suspensions were handed out when the NCAA was made aware of players using money originally given to them to pay for books for other bookstore products. Several Buccaneer players reached out on social media to display their grievances on the matter, stating that their university is treating them lesser than other college students. However, it is clear that institutions are only allowed to provide their student athletes the exact amount of money needed to purchase books that are required for their classes, anything more will be a violation. Yet, it is evident Charleston Southern administration did not properly explain this rule to their players. This is not the first instance where The Charleston Southern Football Team has faced with suspensions this year. Head Coach Jamey Chadwell and an unnamed assistant have to serve a one-game suspension due to using social media for recruiting purposes.

Staff Spotlight Shannon Smith is serving as an intern for the Compliance Office this fall. Shannon comes to UNF from the University of South Florida where he majored in Political Science and served as a recruiting intern for the USF Football program during the 2015 season. Shannon aspires to be an athletic director for an NCAA Division I program. He is currently pursuing his master’s degree in Business Administration and Sports Management at UNF. He will assist with compliance office duties, work with Jump Forward, help monitor CARA Hours, and handle the monthly Compliance Newsletter. Originally from Orange Park, Shannon attended Orange Park High School and was a three-year letterman in football and four-year letterman in wrestling. In his spare time, when not studying or working at Vertiv (an accounting firm), he enjoys watching and playing sports, working out, and going out with friends. Shannon has a twin sister named Sharon and an older brother, Patrick. THE
