Item Summary: The Town of Morrisville is a desirable small town to live, work, and raise a family. As Morrisville continues to develop it is important to address the issues and opportunities of this progress. The Town Council relies on the advice from the Advisory Committees and Boards to address some of these issues. Morrisville is fortunate to have a talented and skilled pool of residents. The current process of appointing residents to Committees and Boards needs to be updated to help ensure Council appoints the right talent to the right place. The number of applicants applying for consideration to be appointed to Morrisville Advisory Committees and Boards has increased significantly. During the last round of appointments on November 28, 2017, there were 59 applicants for 14 seats (excluding ETJ appointment to the Planning and Zoning Board). It has become difficult to near impossible for Council to contact each individually to assess/vet the applicant. Efforts need to be explored to improve this vetting process. NOTE FROM TOWN MANAGER: Town staff has also identified this need and has begun reviewing the process for consideration by Town Council this spring. Input on the need to explore this topic has also been received from other Council Members. This discussion will facilitate that work already underway. Potential Updates to Process: Continue to allow online submittal of applications and require a signed application in order to be considered for appointment. The applicant’s signature required for agreement to adhere to attendance guidelines and Code of Conduct. Update attendance guidelines to require member absences total no more than 25% of the total number of meetings in a calendar year. Update attendance guidelines to reference the requirement for members to attend the entire meeting. Partial participation (leaving early/arriving late) needs to be tracked and reported. Each member of a public body appointed by the Town Council is responsible for faithfully attending all regular meetings of that body. Any member who expects to be absent at an upcoming meeting shall notify the secretary or the clerk to that body at least twenty-four (24) hours prior to the meeting. Town support staff will retain an ongoing attendance record. Those approaching the maximum allowable absences should be notified by the Town support staff as follows: • Two or less absences until dismissal – Courtesy Letter • One absence until dismissal – Warning Letter After notification of absences, the Town support staff should provide notice to the Chair or Vice Chair, who shall declare that member’s seat to be vacant, and direct the staff support person to notify the member of their dismissal within 48 hours of the absence triggering the dismissal. A copy of the notice should be forwarded to the Town Clerk and kept on file.
b. Attendance Guidelines The following guidelines outline attendance. If a member’s absences exceed the numbers below, he or she will be dismissed. - For Public Bodies with more than 11 meetings on their annual meeting schedule: Members will be allowed four absences within a calendar year.

For Public Bodies with 11 or fewer meetings on their annual schedule: Members will be allowed the number of absences totaling one-third (rounded up to the nearest whole number) of the total number of meetings in that period, within a calendar year.

Board of Adjustment Specifically rd Members with absences within any 12 month rolling period totaling 1/3 (rounded up to the nearest whole number) of the total number of meetings in that period, unless the Board or Sub-Committee had only two or fewer meetings, in which case absences will not be considered for dismissal.

Extraterritorial Jurisdiction Members Specifically For members appointed to represent the Planning and Zoning Board or the Board of Adjustment, the Wake County Board of Commissioners will be notified that the member has not maintained the standard for attendance and that the Town requests the member be replaced. The Town will forward a recommendation for a replacement along with this notification.

Senior Advisory Committee Specifically Members may be granted exceptions by majority consensus of the Committee or Town Council due to health reasons, death or transportation matters to the extent that at least 50% of annual meetings are attended.

Consider establishing an annual event for information sharing between Advisory Committee and Board Members and an annual event to recognize the contributions of these Members
Item Summary: The Town of Morrisville currently has seven Advisory Committees and Boards (not including the Youth Council): Board of Adjustment Environment and Stormwater Parks, Recreation and Cultural Resources Performance Measures Planning and Zoning Board Public Safety Senior Each of these Committees/Boards works independently of the others with limited communication among them. As Morrisville progresses the issues and opportunities will become more complex and overlap the purview of other Committees/Boards. It is important to establish communication and information sharing between these important groups. An annual event should be established for all Committee/Board members and allow the Chairs to share a brief presentation on the accomplishments, goals, challenges,… of their Committee/Board. This event will also give members the opportunity to get to know other members. Morrisville Committee/Board volunteers give a great deal of their time and energy in service to the citizens. Their efforts need to be recognized. An annual appreciation event should be established recognize the time and effort of our volunteers. Action Requested: Town Council to agree on an issue or topic related to Affordable Housing in Morrisville that can be submitted to Open Pass Data Jam application for consideration. Item Summary: Morrisville has been invited to participate as a Community Partner in the OpenPass Data Jam held on March 3rd, 2018. As a partner, the OpenPass Data Jam’s goal is to offer Community Partners volunteer efforts in data science, technology, design, and policy skills to support the Town’s mission. This year’s OpenPass topic is Affordable Housing. OpenPass team is working with Wake County, the City of Raleigh, and other partners to complement their existing affordable housing efforts and improve capacity to use complex data in making decisions. To date, Morrisville does not have an affordable housing policy. To create a policy for the Town, one must first understand our landscape – an assessment is needed. OpenPass Data Jam could provide us with new insights. I will share some suggested issues at the round table.

Explore the attainment of the designation “Bike Friendly Community” for Morrisville
Item Summary: As our community grows and our demographics continue to indicate a desire for additional mobility options taking intentional steps to make biking a more attractive alternative for our residents aligns with our small town values. The League of American Bicyclists administer the program http://www.bikeleague.org/community. The Bicycle Friendly Community program provides a roadmap to improving conditions for bicycling and guidance to help make your community's vision for a better, bikeable community a reality. There are currently 430 bike friendly communities (12 in North Carolina) including Raleigh, Durham, Chapel Hill and Cary. Here in NC, Davidson, Carrboro and Boone are towns smaller than Morrisville which have the designation. I would like to see if there is interest within the council to direct staff to explore the possibility of looking at these best practices, perhaps within the purview of one of our citizen committees with the eventual aspirational goal of becoming a “Bike Friendly Community” here in Morrisville.

Explore the attainment of the designation “Tree City USA” for Morrisville
Item Summary: The Tree City USA program has been greening up cities and towns across America since 1976. It is a nationwide movement that provides the framework necessary for communities to manage and expand their public trees. More than 3,400 communities have made the commitment to becoming a Tree City USA. They have achieved Tree City USA status by meeting four core standards of sound urban forestry management: maintaining a tree board or department, having a community tree ordinance, spending at least $2 per capita on urban forestry and celebrating Arbor Day. National Arbor Day is April 27, 2018. https://www.arborday.org/programs/treecityusa/about.cfm Our community has indicated a desire to preserve our environment, in fact a tree preservation ordinance was enacted a couple of years ago for this express purpose. The benefit seeking and perhaps achieving this designation will help to assure our residents and visitors that even while part of the vibrant growth affecting our region we are committed to doing so in a sustainable fashion with an eye on the future. There are 87 in North Carolina a number of nearby cities who have the Tree City USA designation including Raleigh, Durham, and Chapel Hill. This is not a request for funding, in fact Morrisville may already be allocating $2 per capita on efforts to meet the financial requirement. What I am asking for today is councils thoughts on directing staff to explore the possibility of seeking Tree City USA designation, perhaps with the assistance of one of our citizen committees.

Action Requested: Review 2018 Retreat Agenda Item Summary: The Council Retreat dates are February 23-25, 2018. The retreat will have a strategic focus. The retreat location will held in the City of Kannapolis. The draft retreat agenda will be reviewed at the January 9, 2018, Town Council meeting. The City of Kannapolis purchased land (more than 50 acres) in its downtown, and is in the process of revitalizing the area. In addition, Kannapolis has space in its City Hall that is available for rent to the community. Having the Council Retreat in Kannapolis will afford us the opportunity to gain insight on similar initiatives that we have in the pipeline. We will tour the Kannapolis downtown development project, including City Hall and hear first-hand from their officials on lessons learned. Lodging will be provided at the Hampton Inn in Kannapolis/Concord. The weekend work sessions will be held at Kannapolis City Hall in their Emergency Operations Center/Training Room. Transportation to Kannapolis will be on Amtrak Train. The train leaves Cary at 11:58 am on Friday February 23rd, and will return from Kannapolis at 12:27 pm on Sunday February 25th, with an expected arrival in Cary at 3:00 pm.

Item Summary: As the General Assembly is preparing to reconvene on January 10 for the 2018 Short Session, staff wants to begin discussions with Town Council related to a state and potential federal advocacy agenda. Generally, the Short Session may not provide much additional time for lobbying, but many times allows the General Assembly to continue discussions of legislation brought forth during the Long Session. Staff will continue to seek opportunities to continue to strengthen relationships with our delegates. The North Carolina League of Municipalities shared its End of Session Bulletin and noted several bills that would be “eligible/likely eligible” for Short Session consideration. Legislation followed by the Town during the Long Session and continuing to be of interest, listed as “eligible/likely eligible,” would include: -
HB900 Safe Infrastructure & Low Property Tax Act SB81 Sales Tax Economic Nexus for Remote Sales SB94 Elections Transparency HB64 Municipal Elections in Even Number Years (SB206 Senate Companion Bill)
Staff was polled for any possible topics or areas of interest for council discussion and possible inclusion on an advocacy agenda. Monitor potential zoning authority regulations that would impact local authority Pursue revision of Small Cell Wireless legislation to allow jurisdictions to enforce aesthetic requirements for poles and concealment requirements for antenna and ancillary equipment regardless of location (e.g. Town-maintained ROW or NCDOT-maintained ROW)
Engineering/Stormwater - Continue to support legislation that protects local drinking water supply from contaminants - Support authority for joint economic development agencies between municipalities and counties - Ensure support of licensure and practice of professional engineering Once the Short Session has commenced and the General Assembly begins its work, Town Council will again be receiving bi-weekly updates from the Town Clerk highlighting any activities, engagement opportunities, and/or legislation tracking of importance to the Town. Town Council also generally discussed development of a federal advocacy agenda early last year and the benefits of becoming more involved in the National League of Cities (NLC). Several Council members and staff attended the NLC meeting held in Charlotte this past November. Staff will provide information about the upcoming March 2018 NLC meeting in March and historical information about meeting attendance and cost in order to facilitate further development of a travel policy requested by Town Council.
