Item Summary: Town Council meetings often run late into the evening. Presentations and work sessions are vital to the continued work of staff and Town Council, but lengthen the meeting aside from the actionable business being considered. Special work sessions have been difficult to coordinate on an ad hoc basis. Options to avoid later meetings include starting earlier than 6:30 p.m., although this choice may not be effective for Council members with non-flexible employment. Limiting the length of existing meetings (similar to the “hard stop/check-in at 10:00 p.m. previously included in Town Council’s administrative procedures) or presentations and work sessions could be considered, but could affect the ability to fully discuss and vet information and/or delay project and work item delivery. A potentially viable option would be to formally schedule regular meetings monthly in between the first and second business meetings. This regular work session could be used for most information presentations and items needing discussion with Town Council prior to introduction of a formal action item. These meetings would remain open to the public and be able via live-stream to the public, but would be less formal and would not generally include formal motions and votes. organizations. Raleigh and Wake County are examples of two nearby entities who employ this approach. If supported by Town Council, this third meeting could be included in the adopted Town Council calendar that will be considered in December, and would allow Town Council to more effectively coordinate their schedule of other activities. This approach would also eliminate the scheduling of special work sessions in months where there is a fifth Tuesday, and when many council members attempt to coordinate breaks and vacations. A third meeting in between the existing meetings could held at any time, and be of any length, either flexible or fixed. If a meeting was not needed, it could be cancelled. Quarterly and bi-monthly alternatives were also evaluated, but may not provide enough time to substantially modify existing town meeting length. Staff is open and receptive to other ideas from Town Council. A schedule of dates for this discussion will be provided during the Roundtable.
