Staff Provide Council Options Regarding Updating the Airport Overlay District

Item Summary: I have received a few questions recently regarding the allowed uses in the Airport Overlay District, specifically the area that will become accessible once the McCrimmon bypass is open. Since this is a requirement by the Town (as opposed to RDU regulations), I would like to explore what our options are regarding the newer noise contour maps or revising the existing ordinances to allow certain uses.

Food Hub - Expanding Use for Land / WWFM

Action Requested:

Gain Town Council input on additional uses for land parcel along Town Hall Drive that is also the site for WWFM (Food Hub)

Item Summary: The WWFM project has been delayed recently due to an overbid situation. Ongoing analysis is being performed to determine the best way forward. A creative solution is needed. The WWFM will only be using this land for one day per week. Six days a week the Town has flexibility to use this land for other Town related functions or activities. Questions to Town Council – What additional ways can we use this land for the other six days that will provide the best public good? Are there any changes to the property that would enable Morrisville to have better value and flexibility for the space?

Operation Coming Home

Consider Operation Coming Home Program in Morrisville.

Item Summary: Since the beginning of Operation Iraqi Freedom (OIF – Iraq) and Operation Enduring Freedom (OEF – Afghanistan) over 35,000 men and women have been wounded in combat, about half were so severely wounded they were not returned to duty. Many of the wounded sustained gunshot wounds, permanent loss of limbs, paralysis and severe neck and head trauma. These men and women will forever bear the scars of protecting our way of life and the freedom we enjoy. In 2007, a group of local veterans and members from the Home Builders Association of Raleigh-Wake County decided to create a project for these severely wounded veterans. The mission of this project is to aid local military service members who were severely wounded in combat, by fulfilling his/her family desire to live the American Dream of home ownership—thus the creation of Operation: Coming Home (OCH). In addition, a team of US veterans produced and directed the Operation: Coming Home Key Ceremony event for the HBA. When the keys were delivered and the event ended there was a strong urge from these Veterans to continue the mission; thus the creation of the US Veterans Corps. The Towns of Knightdale and Holly Springs have approved Operation Coming Home Projects so I am going to take the initiative to reach out to Mayor Sears and Roberson to get more background on what was involved here. ACTION REQUESTED: I am asking Council consider the Program and for Staff to evaluate our Options to pursue Operation Coming Home.

NLC Youth Summit Participation

Action Requested:

Consideration of Support to Send MYLC Members to the NLC Youth Summit

Item Summary: Several Town Council Members and staff will be attending the NLC Conference in Charlotte in November. Part of the Conference is a Youth Summit. Information about the Youth Delegate Program and Schedule are attached. This program would be a good way to educate and include members of the Morrisville Youth Leadership Council/Teen Council. Should Town Council want to support their participation, the cost per attendee would be approximately $1,000 each to cover registration, two nights of hotel accommodations (single occupancy/double occupancy can be considered), meals and travel. A Youth Chaperone (Jerry Allen and/or Erin Hudson) would also be necessary to support youth attendance. Jerry Allen has discussed this potential opportunity with Executive Committee members of MYLC and there is interest in participating by several members. Should Town Council support sponsorship of some of the group, we would proceed with facilitating discussion with them and coordinating with their parents/guardians related to whether this opportunity fits in with school schedules and could be considered an educationally supported event.

Welcome Youth Delegates! Come join hundreds of your peers from different states to network, attend workshops and meetings, and explore Charlotte, NC! The Youth Delegate Planning Committee is already working hard to put together a great conference for youth delegates at the 2017 City Summit in Charlotte. If you are planning to attend the conference and would like to join the planning committee, please contact Laura Furr, Program Manager for Justice Reform and Youth Engagement, at [email protected]. Youth delegate activities will begin on Thursday, November 16 and conclude on Saturday, November 18. NLC will provide registered youth delegates and chaperones lunch on Thursday, Friday and Saturday. Dinner will also be provided to registered youth delegates and chaperones on Friday. View 2017 youth program schedule. The conference will provide:     

Interactive leadership-building opportunities; Social and networking opportunities with fellow youth delegates, adult allies and elected officials; Opportunities to attend workshops and activities; Challenging and inspiring speakers and presenters, and A spotlight on youth voice and youth councils in government!

Need help making the case to city officials for your council to participate? Use the Youth Justification Letter to support your council’s attendance at the conference. Only 250 youth delegates and adult allies can participate in NLC conferences. To maximize the number of youth who can participate, we ask that cities keep as close as possible to a ratio of 1 chaperone for each 4 delegates from their city. Note: A Youth Delegate is a high school student, aged 13 through 18, who is engaged in a youth council/advisory board or other civic activity. Please use these other registration categories if you are not a Youth Delegate: Students are students in higher education institutions attending the conference for academic purposes. Spouse/Guests may include children under the age of 13, typically children of elected officials attending the conference. Neither Students nor Guests participate in Youth Delegate activities.
