Federal Funding -– Background Information Mandatory Programs Mandatory programs are those that are automatically funded by law. People who meet the eligibility criteria for these programs are “entitled” to receive benefits. This is why Medicaid, Medicare, and Social Security, and SSI are also called entitlement programs. Right now, Congress is focusing on these programs because the demand for them is increasing, in part due to the aging of the population.
Discretionary Programs Discretionary programs are those that Congress can decide (using its “discretion”) how much to fund each year. This includes very important functions of government, such as defense. There are many critical disability programs which are discretionary, such as IDEA Early Intervention, Supported Employment, University Centers for Excellence in Developmental Disabilities, Developmental Disability Councils, Section 811 Supportive Housing for Persons with Disabilities, and public health programs. Most recent deficit reduction has come from cutting overall spending for discretionary programs and, as a result, they have not been able to meet service demands.
