Why is a bond being proposed to pay for school facilities? Public schools rely on the support of local citizens to fund the construction of schools. In the same way a homeowner borrows money in the form of a mortgage to buy a home, schools borrow money in the form of bonds to finance the construction of a new school. A new high school will:
