CALL TO ORDER Mayor G. Moore called the meeting to order at 7:00 pm in the Council Chambers, Port Coquitlam City Hall, 2580 Shaughnessy Street, Port Coquitlam, BC.

Certificate of Achievement for Julianna Russo Mayor G. Moore presented Ms. Julianna Russo with a Certificate of Achievement for her work with CHAMP (Child Amputee Program).

Zoning Amendment Bylaw No. 4015 for 2170 Kelly Avenue, 2380-90 & 2420-2438 (portion) Mary Hill Road - Third Reading It was moved and seconded that: 1) the condition precedent requiring funding for a portion of the cost to signalize the intersection of Kingsway Avenue and Kelly Avenue and median work at Tyner and Kingsway be amended to provide for a portion of the cost of the improvements; and 2) that Zoning Amendment Bylaw No. 4015 be given third reading. Carried. 2

OCP Amendment Bylaw No. 4013 for 2438 and 2446 Mary Hill Road Third Reading It was moved and seconded that OCP Amendment Bylaw No. 4013 be given third reading. Carried.

Parking and Development Management Amendment Bylaw No. 4022 First Three Readings It was moved and seconded that Parking and Development Management Amendment Bylaw No. 4022 be given first three readings. Carried.

REPORTS 8.1
Rezoning Application for 580 Nicola Avenue It was moved and seconded: 1. That the zoning of 580 Nicola Avenue be amended from A (Agriculture) to M3 (Light Industrial). 2. That prior to adoption of the amending bylaw, the following condition be met to the satisfaction of the Director of Development Services: submission and registration of a legal agreement to implement specific building and landscape design requirements to provide for an appropriate treatment between the industrial use and non-industrial uses to the east of Fremont Connector and south of Sherling Avenue. Prior to the question on the foregoing resolution It was moved and seconded that the Rezoning Application for 580 Nicola Avenue be referred back to the Smart Growth Committee. Carried. Councillors Forrest and Washington voted against the resolution.

Communities on the Move It was moved and seconded that Council endorse the declaration put forward by the BC Healthy Living Alliance. Prior to the question on the foregoing resolution It was moved and seconded that the recommendation be referred back to the Transportation and Public Works Committee for further consideration. Carried. Councillor Forrest voted against the resolution.

Mayor G. Moore expressed thanks to all community volunteers.

Councillor Penner invited everyone to come out to the upcoming Community Open House for Public Works Week on May 27, 2017.
OPEN QUESTION PERIOD Mayor G. Moore invited those wishing to ask a question of Council to approach the podium. Mr. N. Sivia, (of New Westminster), Developer, came with a development application for 2650 Burleigh Avenue expressed concerns regarding the Parking and Development Management Amendment Bylaw No. 4022. Mr. Sivia was referred to staff for further discussion.
