PLANNING AND ZONING COMMISSION MEETING October 17, 2016 MINUTES CALL THE MEETING TO ORDER The meeting

6: 05 p. m.

with

Ann Miller, Chairman presiding.

members present: Brenda Richardson, Steven Cannon, Connor Brown, Tom Mannering, Alana Seaman, and Ann Miller. Board members absent: Elaine Kemp. City of Ingleside staff present: Code Enforcement Officer Carey Dietrich and Administrative Assistant Cassandra Duvall. II.

Consideration and action of the Minutes of the Planning and Zoning Meeting of October 3, 2016. The minutes were approved as printed by all members present.

Chairman Ann Miller opened the Public Hearing at 6: 07 p. m. Speaking For: Doug Reed, 1359 Oak Park Drive Aransas Pass, spoke in favor of the rezone. Mr. Reed stated the properties currently surrounding the said property is zoned Multi- Family and Manufactured homes so they felt this property was best suited for an RV Park. Street, spoke against the rezone. Mr. Keeton Speaking Against: Dennis Keeton, 1699 stated he feels an RV Park will devalue his property; he' s concerned about theft, and water 12th

Speaking Against: Reynaldo Tamez, 3114 Hackberry, spoke against the rezone. Mr. Tamez stated he' s concerned about noise an RV Park could create, he believes it would be more for

workers in town and all they like to do is drink and party. There was 2 letters of objection and no calls received for the request.

Chairman Ann Miller closed the Public Hearing at 6: 24 p. m. B) Consideration and possible action on ( A) above.

Board member Connor Brown made a motion to deny the request for a rezone to City Council, which was seconded by Board member Brenda Richardson. After a lengthy discussion, the motion was approved 5 yes and 1 abstain.

C) Public Hearing concerning an Ordinance Adopting New Provisions of Chapter 78 Zoning Code of

Ordinances, regarding Non- Conventional

Housing

to

allow

for Specific Modifications

by

the Building Official within the Boundaries of the properties identified on The Non-

Conventional Housing Area Map and Updating Said Map. Chairman Ann Miller opened the Public Hearing at 6: 32 p. m.

Speaking For: There was no one speaking for. Speaking Against: There was no one speaking against. There were no letters and no calls received for the request.

Chairman Ann Miller closed the Public Hearing at 6: 34 p. m. D) Consideration and possible action on ( C) above.

Board member Steven Cannon moved to recommend the approval of the ordinance

amendment to City Council, which was seconded by Board member Connor Brown. The motion was approved unanimously. V.

There was a comment made from Chairman Mrs. Miller. She asked Code Enforcement Officer
