Cut the Carbon Group As you may already know, the Cut the Carbon Group has been awarded funding from the Climate Challenge Fund until the end of March 2011 to support us on our way to further reducing our carbon emissions in Baldernock over the next year. Aims:
Encourage the whole community to save at least 10% on their domestic energy use throughout the year of the project.
Carry out individual household and business energy audits in partnership with our local ESSac
Carry out feasibility studies to investigate the potential for refurbishment of public buildings
Provide local communal transport to reduce car usage.
Develop an interactive website to share information and advice and an online facility for the reuse of goods and equipment. Currently our website is at www.baldernock.org.uk
Initiate events to engage members of the community in awareness-raising and communal projects including swap and share events
We want to work with everyone in the community on this project! If you or your group would like to be involved or if you have ideas that you would like to see promoted, please let us know
Highlights from the BCC Minutes 28 April 2010 1. Police Matters The question of speeding along Balmore Road was raised – especially after a recent fatality on the section of road through Balmore involving a motorcyclist. Speed limits along this road are 30mph rising to 40mph towards Torrance, with some sections between Bardowie and Balmore de-restricted; there are automatic speed warning signs at several locations where speed limits change. Traffic volumes, speeds and accidents along this road may enable an application for a fixed speed camera to be successful, but the meeting noted that certain threshold criteria regarding accident rates usually need to be met. At the moment the Police deploy mobile speed patrols on this stretch of road on a random basis. The Community Council will endeavour to take this matter forward with both Police and EDC, although it may be necessary to set up a separate project group to address this initiative. Several members of the community mentioned that the incidence of theft of private property in the area has increased, with repeat thefts several weeks after the first theft. It is believed that thieves may return a second time to steal items replaced via insurance claims. Residents were encouraged to keep their possessions under lock and key and to report any suspicious activity in the area to the Police.

5. Any Other Business
General State of Roads and Footpaths
Welcome Pack
The Chairman asked for details of any further roads and footpaths that were unsafe or in poor repair. When complete the list will be forwarded to EDC for their attention.
Ros Jarvis tabled a specimen of what a Baldernock Welcome Pack could look like – the intention being to issue these to new people moving into the area. The Community Council approved of the plans to create and distribute these to new residents and also agreed to meet the modest cost of the packs.
3. Planning Update Revised Local Plan – This is in its final stages of development prior to formal examination by Reporters appointed by the Scottish government. There were no new planning applications to report. Updates to existing applications insofar as they are material will be reported at future meetings.
4. Secretary’s Report The Secretary advised that BCC’s application to RBS for a Community Cash-back grant had been approved. This application was for the 200910 year and it may therefore be possible to apply for a similar grant each year. The grants awarded by RBS are limited to £250, but nonetheless make a useful addition to community funds.
Further work will be done to see if any local firms are interested in including advertisements within the pack or samples of goods or vouchers. The Chairman thanked Ros for the work she has done to date in taking the idea forward. Baldernock Primary School No developments to report, other that that the next EDC meeting on the subject of schools provision is going to take place on 3 June, so there may be some developments to report at the next Community Council meeting (See update on this under News & Events) Anti-social Behaviour One resident mentioned that several teenage parties advertised on Facebook and other social networking sites had attracted large numbers of uninvited young people, leading to anti-social behaviour.
The meeting dates for 2010-11 will be set later in the year and they will also be published on the BCC website www. baldernock.org.uk, along with the standard meeting agenda items.
