Board Members Present: Members: Chairman Danny Dunbar, Allen Mohler, Ben Lawson and Vice Chairman Kathy Clawson. Also present Boone County Resource Conservationist Brian Daggy and District Administrator Sheryl Vaughn, District Conservationist Angie Garrison and District Support Specialist Geneva Rawlins with ISDA. The meeting was called to order by Chairman Danny Dunbar at 7:40am. I. Approval of Minutes and Treasurers Report. Allen Mohler made the motion to approve the January 2017 minutes and the February 2017 treasurers report. Kathy Clawson seconded. Motion carried. II. Approval of Bills. III. Staff Reports. 1. Brian Daggy – BCSWCD Resource Conservationist 2017 CRP work has begun. RCPP meeting today at the Lebanon Field Office. There is a tour of the Fratco facility on March 3rd.
2. Sheryl Vaughn – BCSWCD District Administrator Work report submitted with February board meeting documents. Sheryl presented a document and discussion took place in regards to food expenditures. The board adopted the policy from the State Board of Accounts. The other document is the materiality risk assessment from the SBOA. This was not listed in the gateway program for the districts to submit with the financial report due to the fact that the SBOA forgot to include the soil and water districts. The board adopted the minimal standard document with the SBOA for the threshold of 500.00 which is the standard. Allen Mohler made a motion to adopt this, Ben Lawson seconded the motion. The motion carried. Sheryl will set up a time with Danny and Ben to do the internal AFR review. Angie Garrison, District Conservationisnt,NRCS Urban and Small farm workshop set for February 23rd. She has had several applications for EQIP and CSP. The client gateway is up and running. IV. New Business 1. LARE 2017 – Sheryl has submitted the application to IDNR. 2. Annual Business Meeting – Sheryl discussed the menu to decide what we will want for the ABM dinner. The decision was made and Sheryl will contact the caterer. V. Old Business. VI. Adjournment.
