Proposition 3 – Streets Main Street Improvements • Project Description: Address roadway condition,
increase capacity, improve drainage & creek crossings and add bicycle pedestrian facilities. • Constraints: • Existing roadway footprint closely bounded on each side by large
historic oaks. • Adjacent property selected for new municipal building, police station and library. The combination of these results in a significant traffic generator. • Close proximity to residential and commercial facilities. • Identified as a Gateway Corridor District Overlay, in the City’s Uniform Development Code which calls for 8’ sidewalks.

• Assumes 4% growth. Analysis being revised based on City data. • Current CAMPO models predict a 1,500 vpd (6%) diversion of traffic
from Main Street to the Buda Truck Bypass in 2035. A Traffic Demand Model would be necessary for a better forecast of impacts. True impacts will not be known until roadway is opened.
Proposition 3 – Streets Main Street Improvements • Tree Constraints • North Side – Stagecoach Park & Willie’s Joint • Trees identified as less robust and lower quality specimens by arborist versus trees on the southern roadway edge. • Fewer trees located in close proximity to existing pavement edge.

Proposition 3 – Streets Main Street Improvements • Construction Impacts to trees: • Any widening of the existing pavement will result in the removal of large oak trees as well as other smaller less valuable trees. • Widening to the south will result in more robust oak trees being removed. • Holding the southern pavement edge and widening to the north will result in the loss of the large highly recognizable oak at the entrance to Stagecoach Park. • Construction activities within existing pavement footprint will occur over root zone of large oaks. However, Roots currently beneath existing pavement are not contributing greatly to the overall health of the trees. • Trees will need to be prepared for stresses which will occur during construction through a well thought out preconstruction treatment plan.
Proposition 3 – Streets Main Street Improvements • Construction Impacts to trees: • Roadway improvement options were presented to the public at an open house held on November 12, 2015. Public placed high priority on minimizing impacts to the large oaks along this section of roadway. • 2:1 over traffic flow (top row), 3:1 over safety (second row).
• For minimal impacts, no widening of existing pavement would be
required along this segment of Main Street adjacent to the proposed municipal building site.
Proposition 3 – Streets Main Street Improvements • Recommendation: • As a result of the bond program open house public comments, the design consultant developed an optimized pavement footprint to minimize impacts to adjacent large oak trees. • Provides desired left turn lane and capacity of 4 – 11’ lanes. • Minimized sidewalk width – 6’ versus requested 8’. • No dedicated bike lane. Exterior lanes are shared.
• Request Council approval to advance this design concept. Construction Estimate = $5.8M / Construction Budget = $6.56M

at UPRR crossing and eastward in 2006 & 2013 TMP as well as bond informational boards. • Costly to improve Main Street beyond Cedar St. / Railroad St. due to UPRR crossing.
• Queueing improved through additional storage (4 lanes), increased
turning opportunity (continuous left turn lane), implementations of improvements at RM 967 Main Street and future construction of the Truck Bypass (2018).

an add alternate to the bid. • Provide pedestrian connectivity along corridor. • HCISD will donate ROW for the roadway safety improvements proposed in front of Tom Green Elementary.
