COLORADO STATE UNIVERSITY INTRAMURAL SPORTS FLOOR HOCKEY TOURNAMENT RULES ALL CSU IM SPORTS PARTICIPANTS AND SPECTATORS ARE EXPECTED TO ADHERE TO AND ABIDE BY THE IM SPORTS POLICIES AND PROCEDURES AND CAMPUS RECREATION POLICIES.

I.

ELIGIBILITY – WHO CAN PLAY? a. HAVE CSU PHOTO ID? YOU CAN PLAY! All participants must show their CSU photo ID in order to play every game. This helps to ensure player eligibility. Please visit the RamCard office’s website to learn about replacements for lost or damaged RamCards. b. FULL-TIME CSU STUDENTS (6 or more credits and have paid the Rec Activity Fee as part of their semester tuition) c. PART-TIME CSU STUDENTS who have a current Rec Membership – one that is valid during the dates they play d. FACULTY/STAFF who have a current Rec Membership – one that is valid during the dates they play e. SPOUSES who have a current Rec Membership – one that is valid during the dates they play f. SPORT CLUB ATHLETES – A maximum of 2 hockey club athletes from the current academic year/season may appear on a team’s roster.

II.

TOURNAMENT RULES: a. Teams will play a TWO WEEKEND, POOL PLAY followed by a SINGLE-ELIMINATION, tournament in the MAC Gym, located inside the Student Recreation Center. All teams are guaranteed two scheduled games. b. In order to remain eligible for advancement throughout the tournament, teams must maintain a minimum 2.0 sportsmanship rating average. If a team drops below a 2.0 average, they will be removed from the event without refund. **Teams receiving less than a 2.0 sportsmanship rating in any tournament or playoff game will not advance regardless of the result of the contest.** See the IM Policies & Procedures for sp. rating criteria. c. FORFEITS: Game time listed on the schedule is forfeit time, and teams must be checked in and ready to play at their scheduled game time. IF A TEAM FORFEITS ANY GAME, THEY ARE REMOVED FROM THE TOURNAMENT. If there is a conflict with playing another sport, and the team is still in the winner’s bracket, they may “default” their conflicted game by notifying the IM Manager, dropping them down into the loser’s bracket. d. GAME LOCATION – All games will be played in the MAC gym of the Student Rec Center.

III.

GAME RULES: Games will be governed by NIRSA Floor Hockey rules, with exceptions/modifications/highlights listed below. Although this is a NON-COLLISION sport, incidental contact may occur. All excessive or illegal contact will result in penalties and/or ejection. a. ROSTER AND LINE-UP:

i. Maximum of 14 players on a team roster. ii. The game is played 7-on-7. Maximum of 7 players on the court – one of which is usually the goalie. A minimum of 5 players is required to start or play a game. iii. PULLING THE GOALIE – A team may pull its goalie at any time to allow for another floor player to substitute onto the court. However, the following restriction still applies: 1. If a defensive player who is not the goalie freezes the ball in their defensive zone, a penalty shot will be awarded to the offended team. iv. OPEN DIVISION ONLY. Any combination of men and/or women players may be on the court. v. A team may never go below 4 on-court players due to penalties. If penalties are called that would force a team to go below 4 on-court players, that penalty time will be added to the last player due out of the penalty box. SUBSTITUTIONS i. All players (except the goalkeeper) may leave and enter the court of play freely at any point (on the fly). ii. Goal keeper subs can only be made when the ball is dead (timeout or out of play) and with the referees’ consent. iii. Players entering the court of play may only do so when the player they are replacing is within reach (tag). This area will be covered by the referee in the pre-game captains’ meeting. GAME TIME: i. Game will consist of 3 periods of 10 minutes each with a stop-clock. The clock will stop on all whistles. ii. There will be a 2-minute intermission between each period. iii. Each team will be allowed 1 two-minute timeout per game. Timeouts can only be called when the ball is dead. OVERTIME i. In the event of a tie at the end of the 3 rd period, a penalty shoot-out will take place. 1. Any eligible player may participate in the shoot-out. 2. The winning captain of a new coin toss will choose to shoot first or second. 3. The officials will designate the spot on the floor where penalty shots will begin. 4. Each captain will designate 5 shooters, and if the game is still tied at the end of those 10 shots, the remaining players will shoot (or players will re-shoot if the entire active roster has been gone through) on an alternating basis until one team is the winner. Goalies will not shoot. Players who finish the 3rd period in the penalty box are only eligible to shoot after all other eligible players have shot. MERCY RULE – If a team is ahead by 5 or more goals at any time during the 3rd period, the game clock will run continuously, and will only stop for time-outs. If the goal differential goes below 5, the clock will revert to regular stop-clock. SCORING – A goal is scored when a live ball completely crosses the goal line. Since this is an “Open Division Tournament goals scored by women count as 2. i. DISLODGED NET - The officials may award a goal if the ball was headed toward and into the net when the net was dislodged. Rock-Paper-Scissors. The captain winning the R-P-S will choose a goal to defend. Teams will change ends between each period. Shootout directions will be at the same goals used in the 3rd period. h. PUTTING THE BALL INTO PLAY: i. Face-Off – This is the method of starting/resuming play: 1. To start a period (center court) 2. After a goal or missed penalty shot (center court) 3. After the ball is legally frozen (closest spot) 4. After the ball is put out of play (by defense, closest spot; by offense, closest spot out of offensive zone) 5. After play is stopped for a dislodged net (closest spot) 6. After a penalty or violation that does not result in a penalty shot (by defense, closest spot; by offense, closest spot out of offensive zone) 7. After an off-side call (center court) 8. After any other stoppage of play by an official ii. Face-off rules: 1. Both face-off players must have their feet squared to one another, and their sticks must be on the floor until the dropped ball touches the floor. 2. All other players must be stationary and outside the face-off circle (which will be designated by officials) and behind the face-off spot. iii. Penalty Shot – A penalty shot is started with the ball at the designated spot, and is between a designated shooter and the opposing goalie. A penalty shot will be awarded for: 1. A defensive player who is NOT the goalie freezing the ball in their defensive zone. 2. Intentionally delaying the game by repeatedly putting the ball out of bounds. 3. A defensive player, fouling or committing a violation on an offensive player with an obvious goal-scoring opportunity. (i.e. a foul/violation on a breakaway) 4. A goalie intentionally releasing any equipment (when no goal is scored). iv. Penalty shot rules: 1. All other players must remain in front of their team bench areas. 2. The goalie must be in the crease until the ball is contacted. 3. The shooter must move continuously toward the goal. 4. If the shooter loses possession of the ball, the penalty shot is over. 5. If the ball crosses the end line, the penalty shot is over. 6. Rebounds cannot be played upon by the offensive player. 7. A deflection off the goalie or the goal frame that then crosses the goal line will result in a goal. i. PLAYING THE BALL: i. Stick - The ball may be played with any part of the stick, as long as it is held by the player at the time the ball contacts the stick. 1. NOTE: A goal cannot be scored with a broken stick. ii. Foot/Kicking - The ball may be played with the foot or leg, but NO GOAL MAY BE SCORED by an offensive player kicking the ball directly into the net. The ball must be legally touched by an offensive player’s stick on the way into the net. iii. Hand/Batting - The ball may be caught and immediately dropped down, or batted straight down by any player. NO GOAL MAY BE SCORED by an offensive player batting or throwing the ball into the net. iv. GOALIE FREEZE RULE – The goalie can freeze the ball while any part of their body or the ball is touching or directly behind the crease. j. FOULS/VIOLATIONS/PENALTIES - Each player will foul out of the game on their 4th foul. All penalties and violations count toward a player’s foul total. i. VIOLATIONS result in a face-off at the appropriate spot. These include: 1. Throwing the Ball/Hand-Passing: Throwing the ball, or not batting/dropping it straight down to the ground when playing it with the hand. 2. High Sticking: Raising the stick clearly above one’s own waist in attempt to play the ball. 3. Playing on Knee(s) or Sitting/Laying Down: Players cannot be on the ground and attempt to play or block the ball, and cannot slide on or fall to the floor intentionally. EXCEPTION: The goalie may play the ball from the ground or knee(s) anywhere in his/her defensive zone. 4. Goalie playing ball beyond Half-Court: The goalie can only touch/play the ball on their defensive half of the court. ii. MINOR PENALTIES result in the offending player sitting out in the penalty box for 2 minutes from the resulting face-off. The offending team must play short-handed for the duration of that penalty time, or until a goal is scored. These include: 1. Throwing the Stick: A player intentionally releasing his/her stick during play. 2. Too Many Players on the Court: This may be served by any member of the offending team on the court at the time of the violation, if in doubt. 3. Holding: Grabbing an opponent or an opponent’s stick/uniform/body part to gain an advantage. 4. Pushing: Pushing an opponent to gain an advantage. 5. Delay of Game: Any tactics used to attempt to delay the completion of the game in its normal time. (i.e. delaying restarts, etc.) iii. MAJOR PENALTIES result in the offending player sitting out in the penalty box for 4 minutes from the resulting face-off. The offending team must play short-handed for the duration of that penalty time, or until a goal is scored. These include: 1. Boarding: Pushing an opponent into the wall(s) or goal, whether they have the ball or not. 2. Tripping: Using any part of the body or stick in an attempt to cause an opponent to fall. 3. Roughing: Excessive body contact with another player. 4. Slashing or Cross-Checking: Hitting, pushing or attempting to hit or push an opponent with the stick in a thrusting, pushing, chopping, or swinging motion. 5. Unsporting Conduct: This includes, but is not limited to: verbal abuse of officials, staff, opposing players or spectators, taunting, excessive celebration, spitting at an opponent, profanity or other inappropriate language, arguing with an official, abuse of game equipment or facility. ANY FLAGRANT PENALTY WILL RESULT IN EJECTION AND SUSPENSION FROM THE REMAINDER OF THE TOURNAMENT.  Any player guilty of two unsporting fouls will be ejected from the game and suspended from the remainder of the tournament.  Any team charged with three unsporting fouls during a single game will forfeit that game and be removed from the remainder of the tournament.

iv. PENALTY BY GOALIE – A penalty by the goalie that does not disqualify him/her from the game will result in the offending team choosing another on-court player to serve the penalty. NOTE: All violations and penalties by the defense may be enforced on a delayed whistle by the officials if the current attack is still underway. Once the ball is touched by a non-goalie of the offending team or possessed by the goalie, the officials may sound the whistle to enforce the penalty. k. BALL OUT OF PLAY – The ball is immediately dead and/or out of play when any of the following occurs: i. The ball is frozen between two players or by the goalie. ii. The ball completely crosses a goal line. iii. The ball completely crosses an out of bounds line (these will be explained during the pre-game captains’ meeting by the officials). iv. The ball touches anything above or outside of a brown brick wall. v. The ball breaks the vertical plane of a brown brick wall or court door. vi. An official’s whistle is blown. vii. The ball comes to rest on top of a goal or becomes lodged in a player or officials’ uniform/equipment. NOTE: A ball contacting an official is the same as the ball contacting the ground where the official is standing. l. RULE CLARIFICATIONS: i. There is NO icing rule. ii. OFF-SIDE RULE: When the ball is moved into the offensive zone, all players must be contacting their defensive zone or “touch up” to the offensive zone line before attempting to play the ball. WHEN IN DOUBT, AN OFFENSIVE PLAYER IS ON-SIDE. EXCEPTION: If an offensive player stick-handles (brings the ball with clear possession and control) across the touch line, any off-side violation will be waived off. iii. Players must attempt to play the ball at all times. Playing an opponent rather than the ball should and will generally result in a penalty. IV.

EQUIPMENT: a. JEWELRY - NO JEWELRY IS ALLOWED with the exception of medical alert jewelry, which must be taped down. This includes, but is not limited to earrings, wedding rings or bands, other rings, mouth, facial, and body piercings, necklaces, bracelets, rubber bands, and rubber/plastic bracelets. TAPING OF JEWELRY TO THE BODY IS NOT PERMITTED. b. JERSEYS WITH NUMBERS – Teammates must wear similar-colored jerseys or shirts WITH NUMBERS ON AT LEAST ONE SIDE which differ from the opposing team. Taping numbers onto shirts is not allowed. Writing numbers on skin is not allowed. Campus Rec jerseys will be available for checkout from the IM Manager. c. All players must wear athletic, closed-toed, closed-heel non-marking shoes. d. Hats with bills are not allowed, nor are any head apparel with a knot. e. PROTECTIVE HEADWEAR – All court players must wear protective helmets with cage, including the goalie. Helmets are provided, however, personal helmets will be allowed but must be cleared with the IM Manger for safety inspection. f. STICKS – Only IM Sports sticks may be used. g. GLOVES – Players may wear protective gloves. The IM Manager will have gloves available for checkout. h. Players may wear non-ice protective shin/knee/elbow guards/pads. i. GOALIE EQUIPMENT – A full-face helmet, legs, blocker, and catcher-glove MUST be worn by the goalie. These will be provided by IM Sports. Chest protectors will also be available. Players may wear their own goalie equipment if they wish; IM Managers will determine whether such equipment is legal. j. GAME BALL – Only IM Sports game balls will be used during warm-up and game play. PENALTY FOR ILLEGAL EQUIPMENT: Unsporting conduct penalty. 4 minutes.
