MPA Concentrations In Depth:

The University of Michigan-Flint’s Master of Public Administration program has its own rich legacy bolstered by that of the U-M’s Horace H. Rackham School of Graduate Studies. For those seeking to learn from and alongside the best administrative talent in the country, this is the graduate program for you. 


All MPA concentrations consist of 36-37 credit hours.

Four Concentrations Available

Supportive Faculty

In addition to the General Program, UM-Flint’s MPA program offers four concentrations in: • Administration of Nonprofit Agencies • Criminal Justice Administration • Educational Administration • Health Care Administration 


UM-Flint faculty make themselves available to students outside the normal class schedule, with flexible office hours and online availability. Furthermore, many faculty members are also working practitioners. This real-world knowledge blends into the classroom and students’ learning experiences. Our professors come from many professional fields including: • Criminal court systems • Health care • Higher education • Human resources • Law • Local and state government • Research • School administration


Different Paths, Same Destination The MPA program is interdisciplinary, aimed to meet the educational needs of students who have earned specialized, technical, or liberal arts degrees and who are seeking to expand or update their knowledge of administration. 


Flexibility that Fits Your Life UM-Flint’s MPA program is ideally completed part-time to suit the schedule of working professionals. The Educational Administration concentration is offered in a mixed-mode format, with once-per-month Saturday classes combined with online learning. Many courses of the General concentration are offered in a similarly blended format. Courses in Criminal Justice, Health Care, and Nonprofit Agencies are offered primarily on-campus in the evenings with some mixed-mode and online options.

Getting Results Whether you are currently employed in a public organization or interested in starting a graduate degree before obtaining concurrent work experience, you will receive the balanced, advanced education necessary to become a capable, decisive leader. The MPA at UM-Flint has a proven track record for advancing graduates through their careers.

Admission Requirements • Bachelor’s degree from a regionally accredited institution • Minimum overall undergraduate grade point average of 3.0 on a 4.0 scale

Probationary Admission For those who do not meet these requirements, please review the Probationary Admission option. Probationary admission may be an option for students who: • Show strong academic potential, but their GPA falls below the 3.0 requirement. • Have had extenuating circumstances that has negatively affected their cumulative GPA. • Can show how conditions have changed and they are now poised to maintain a “B” average or higher in the MPA program. Students can articulate these factors through the Statement of Purpose. Factors will be reviewed by the admissions committee upon application to the program. Should you be admitted on probationary status, your registration will be limited to four credits or less for the first two semesters in order to establish a strong GPA.

Knowledge Base Applicants should have completed: • A course in government or public sector administration or relevant experience • A course in microeconomic principles • A course in statistics

A Multi-Pronged Approach UM-Flint’s interdisciplinary MPA program is comprised of faculty and courses from political science, economics, health care, education, criminal justice, sociology, and psychology, offering a rich and varied knowledge base.

Students lacking any of the knowledge base courses at the time of application will fulfill these requirements as part of their MPA degree requirements.

Kathi Horton, MPA As the former President of the Community Foundation of Greater Flint, I want to make my community a more vibrant and thriving place to live and work. The MPA program enabled me to strengthen my toolbox to do just that. I feel more equipped to tackle some of the toughest challenges facing our community. Not only did I acquire theoretical knowledge, I gained insight into effective practices that produce results. I also discovered a host of other committed, caring people in the faculty and my fellow students who share the same desire to make a positive difference in the trajectory of Flint and Genesee County.

MPA General Program The MPA general program is designed to provide advanced education in administration for persons employed in the public or nonprofit sectors, as well as those seeking entry into careers in local and state government. This interdisciplinary program addresses the educational needs of those seeking to expand or update their administrative education. The program is comprised of faculty and courses in political science, economics, health care, criminal justice, sociology, and psychology. Administration of Nonprofit Agencies Concentration The concentration in Administration of Nonprofit Agencies is designed to serve principally those who seek advancement in careers in the not-for-profit sector. The concentration also will serve, and is appropriate for, those with bachelor’s

degrees but no current or previous relevant employment. The Nonprofit Administration option might be of particular interest to those with undergraduate degrees in social work, sociology, economics, health care, political science, business, psychology, or communication.

The primary objective of the concentration in Criminal Justice Administration is to provide advanced education in administration and policy analysis to persons already employed in agencies in the criminal justice system. The educational needs of those with a specialized, technical, or liberal arts degree, and others with limited or outdated training in administration are addressed. Designed to serve those seeking to update knowledge to deal with the more complex and numerous tasks facing professionals in the criminal justice system, the concentration includes study of contemporary developments in criminal justice administration, most notably the interdependence between pre-prosecutorial and postprosecutorial agencies and functions and the close relationship between administration and policy. Educational Administration Concentration The program concentration in Educational Administration equips the educational administrator with concepts and tools, and provides an informed perspective on the range of problems and responsibilities confronting education today. The Michigan Board of Education has reinstated licensure for school administrators. The standards are published on the website of the State of Michigan Department of Education. The MPA curriculum is aligned with the State Board of Education standards, along with those of the Educational Leadership Constituent Council. Health Care Administration Concentration The program concentration in Health Care Administration offered in collaboration with the Department of Public Health & Health Sciences provides advanced education in administration and policy analysis primarily to persons employed within the health care field. It addresses the educational needs of those with specialized, technical, or liberal arts degrees, as well as others with limited or outdated education or training in administration. Focusing on contemporary developments in health care administration, the program concentration prepares students to deal with the complex tasks and challenges of today’s health care system.
