Provide contract support to the Finance Department by preparing and reviewing formal contracts for accuracy and inclusion of all relevant information; verifying contract funding; logging and indexing contracts for City wide archiving and retrieval; finalizing and distributing Request for Qualifications as needed for City projects and assisting city staff, department buyers and Purchasing Manager as needed. This position requires independent judgment, discretion and initiative in prioritizing and completing projects, working with all levels of city staff and handling difficult public contact situations with tact and based on thorough knowledge of city poliCies and NC General Statutes. This position ensures compliance with local policies and NC statutes, as well as best business practices related to govemment bidding and contracting. lOB DUTIES: Prepare pre-constnuction documents by asserrbling bid documents, advertising bid to approved contractors, posting ad on website for subcontractors, distributing bid documents, posting any addenda, preparing bid tabulations after bid opening and maintain the purchasing intranet page. Manage constnuction contract documents by converting bid documents into contracts, obtaining contractor signatures and insurance, verifying contract accuracy, routing for intemal signatures and issuing notices to proceed. Finalize Requests for Qualifications/Proposals by reviewing the documents, advertising to engineers, architects and on City website, tracking responders, distributing responses to project manager and issuing notification letters. Complete service contracts and amendments by finalizing documents, obtaining correct signatures, ensuring contract compliance and timely distribution to client and City, ensure adequate funding exists for contract and maintain databases and files of contract documents. Assist Buyers with Bid Invitation documents by sending to appropriate vendors, and preparing contract document once bid is awarded, track the contract and ensure compliance . REQUIRED QUALIFICATIONS: Education : Bachelor'S Degree in Business Adninistration, Technical Writing or closely related field. Experience: Minimum three (3) years of professional bidding and contracting experience; local govemment experience preferred. Certifications & Other Requirements: Must be bondable; Valid Driver's License; Certified Local Govemment Purchasing Officer (CLGPO) designation or the ability to eam this level certification within 5 years of hire. Notes: Credit, criminal and driving history checks are required. Selected candidate will also have to complete a post-offer drug screen.
PREFERRED QUALIFICATIONS:
• Thorough knowledge of NC local govemrrent bidding and contracting. • Considerable knowledge of NC General Statutes, NCDOT contracting requirerrents, AIA docurrents, and federal grant guidelines. • Ability to obtain co nsiderable knowledge of Purchasing and Contracting City policy. • General knowledge of statistical analysis and complex report writing. • Ability to communicate clearly and effective ly orally and in writing . • Ability to read, interpret, and compre hend technical infomnation, analyze applicable gUidelines, and make necessary decisions. • Ability to research, sUlTYT'arize, compute, and evaluate program docurrents and narrative materials, and to compile reports from infomnation gathered • Ability to make routine adninistrative decisions independently in accordance with laws, regulations, and City poliCies and procedures, and to solve problems and answer questions • Ability to manage complex work situations and effectively problem solve with flexibility. • Ability to prepare and maintain deta iled records and files. • Ability to analyze and interpret policy and procedure, and to reso lve problems and questions with flexibility . • Ability to establish and maintain effective working relationships as necessitated by work assignments. • Skill in the use of rrodem office managerrent applicat~ons, inc luding knowledge of Microsoft Office Word, Excel, Outlook, and Access database management. • Skill in time management, organizing work flow and managing/coordinating activities.
