It is important for the Referees to be in the correct position to monitor play.
Re fe re e Po s itio ning – D u a l S y s te m • The Dual System of Officiating utilizes two (2) qualified referees who cover the entire field. • Each referee has responsibility over the entire field, and can make calls on fouls anywhere on the field. • The referees are expected to work TOGETHER as a team – just like the teams playing on the field!

Re fe re e Po s itio ning – D u a l S y s te m • Lead Referee: The referee who is advancing with the ball in the attacking half of the field. • Trail Referee: The referee who is behind the play/players in the attacking half of the field. • Each referee becomes the Lead/Trail as the direction of the ball changes on the field.
Re fe re e Po s itio ning – D u a l S y s te m • General Position: Off the field, along the touch line On-field as needed to get close to play • Lead Referee: Even with second-to-last defender - or- even with ball, whichever is closer to the goal line Follow all balls to goal line
Re fe re e Po s itio ning – D u a l S y s te m • Trail Referee: Monitoring action/fouls/misconduct off the ball Fouls around the ball which the Lead Referee cannot see. Snap judgments on Offside if direction of play is reversed quickly • Signals Must know instantly and use properly
Pregame – Dual System The referee should arrive early (at least 30 minutes) to complete the following tasks: • Inspection of field (markings, nets, goalposts, safety issues) • Conduct a pre-game meeting with your partner • Talk about signals, subs, who has primary book/time, etc. • Check players’ equipment • Check game balls
You should never be the cause of a delayed start.

G a m e C o ntro l in the D u a l S y s te m • The Dual System requires BOTH referees to work hard during the match. • Sprint so you are in the right position at the right time. • “Go where you NEED to go to SEE what you NEED to SEE.” • Anticipate play – and get in position to see if that play develops.
G a m e C o ntro l in the D u a l S y s te m • New Referees – focus on your area of the field. • Let your partner deal with their area of the field. • Communicate as much as possible with your partner during play and at stoppages. • Don’t be offended if your partner calls something in your area.
G a m e C o ntro l in the D u a l S y s te m • Remember: The two referees on a match are a TEAM. Do NOT put yourself on an island. Work with your partner in order to get the best results for the match!

Know the Laws (facts) Where are free kicks taken Is it Direct or Indirect Is the ball in play or out When are signals required • Exercise judgment (opinion) Was that a foul? Is that misconduct? Is that player offside? • Signal your Decision Indecision can be fatal!
