Ms. Karen Burns provided a brief history of the Benicia Cemetery and expressed support for the nomination. Robin Wood responded to questions and stated her support of the Commission’s recommendation of the Cemetery National Register Nomination to the City Council. On a motion of Commissioner von Studnitz, seconded by Commissioner Haughey, the Consent Calendar was closed by the following vote: Ayes: Noes: Absent: Abstain:

7.A Briefing on Update to Downtown Historic Conservation Plan, Historic Design Guidelines and Process, and appointing a Commissioner to serve on the Community Advisory Group established for the project. HPRC Staff Report - Design Review Update and Advisory Group 1 - Resolution Design Review Update and Advisory Group Ms. Thorsen provided a presentation. The Commission asked questions about the objective of the design guidelines update and how the Community Advisory Group will be implemented. Ms. Thorsen replied that the design guidelines are expected to be easier to understand and better integrate the historic district with the Downtown Mixed Use Master Plan. She explained that a consultant will be hired to prepare the design guidelines and to make recommendations to staff on design review procedures. The Commission asked about community involvement. Ms. Thorsen described the purpose and intent of the advisory group, as well as monthly updates to the Historic Preservation Review Commission, a community workshop, and adoption hearings before the Historic Preservation Review Commission, Planning Commission and the City Council. On a motion of Commissioner Haughey, seconded by Commissioner Van Landschoot, Chair Reynolds was appointed to serve on the Community Advisory Group by the following vote: Ayes: Noes: Absent: Abstain:

8. COMMUNICATIONS FROM STAFF Ms. Thorsen told the Commission that she will be staffing the HPRC. She told the Commission that Renata Di Batista is no longer with the City. She reported that there will be three design reviews in November and December, and she will need to the Commissioners’ attendance due to conflicts. She will provide an update on the SP Train Station at the next meeting. 9. COMMUNICATIONS FROM COMMISSIONERS Commissioner Haughey inquired about the Historic Preservation brochure, and possible update. 3
The Commission asked for an update on the Yuba Steamship site; Ms. Thorsen will provide an update at a future meeting. Chair Reynolds said a local East Bay architect group is giving aid to the victims of the North Bay fire. He invited the Commission to volunteer. Commissioner Maccoun commented on the height of trees on First Street that are taller than the buildings, and his concern with potential damage to the buildings. He suggested cleaning gutters. Ms. Thorsen gave a brief update on two buildings on First Street. 10. ADJOURNMENT Chair Reynolds adjourned the meeting at 7:37pm.
