The B-30 form is only required if there is a service agreement with a non-Tribal operator or with a separate Tribe. Identifies specifics of the contractual relationship – The agreement is either for a fixed annual subsidy (service extends into Tribe) or purchased transportation (service is designed for and managed by the Tribe).
B-30: Subsidy • Tribal Subsidy – Applies if your agency contributes a fixed annual subsidy to local transit service(s), rather than covering the full operational cost. Typically specified in a Memorandum of Agreement rather than contract.

B-30: Subsidy Example • Per a Memorandum of Agreement, a Tribe pays a local transit provider a fixed annual subsidy (not based on level of service provided) to operate a bus route extension. The provider adds several stops along one route to service the reservation. The buses are branded and service is managed by the non-Tribal provider. • Solution: The Tribe is not covering the full cost of this service, and would report only the financial contribution.

Formula Inclusion Data reported to NTD by Tribes feeds into the FTA Tribal Transit Program apportionment formula. • Vehicle Revenue Miles are used in Tier 1 and 2 in this formula. • Tribal Area population (defined by Census Bureau) is used in Tier 3 of this formula. Tribes report Tribal Areas in which they operate on the B-10 form. • Please see consult resources on FTA’s Tribal Transit Program website for more information about the formula. 14
