SPRC Discussion: This was the first meeting of the Site Plan Review Commission’s review of the Park Shirlington site plan. The meeting was divided into two parts, with the first hour of the meeting conducted as a tour of the site and the remainder of the meeting consisting of the SPRC discussion. Site Tour Issues addressed by SPRC members during the site tour included the following: Tree preservation Construction phasing Street connectivity Bus access and capacity of bus routes Proposed on-site amenities Adjacent VEPCO site contamination concerns SPRC Discussion Following presentations about the application by Staff (Aaron Shriber, DCPHD-Planning) and the Applicant (Maurice Walters, Maurice Walters Architect, Inc. and Catherine Moy, Home Properties), the SPRC discussion revolved around the following questions, comments, and concerns: Are there any existing adopted plans guiding redevelopment of the site? Staff should provide an analysis of comparable affordable housing components provided with other similar site plan projects Staff should provide an analysis of lot coverage provided with other similar site plan projects Has there been any consideration for split zoning the site to treat the north and south parcels differently? Spaces for informal play should be provided similar to that existing on the south parcel Staff should provide an analysis of the existing and proposed unit composition What is the amount of impervious surface proposed with the redevelopment? Demographic information regarding the existing tenant composition should be provided Additional detail about the structure of proposed Building C should be provided Provision of a physical model may be helpful in understanding the topography of the site and how the proposed buildings and site layout relate to the changes in grade Additional points of vehicular access to both the north and south parcels may be necessary Additional child friendly amenities should be provided Is 31st Street South wide enough to accommodate the proposed redevelopment and the associated public realm improvements? Additional exhibits should be provided depicting the proposed buildings in relation to views from Fairlington and looking east and west along 31st Street South A shadow study should be performed to analyze shade impacts on the proposed courtyards The proposed limits of clearing and grading and impacts upon existing trees deserve further analysis An archaeological excavation should be performed to provide data regarding the remains of Fort Reynolds on the site Staff should provide an analysis of the development potential of the Shirlington House site if it were redeveloped according to the RA8-18 Zoning District parameters An exhibit should be provided comparing the proposed site layout to the existing layout Staff should consolidate all development statistical data tables into a single table for easier analysis Greater buffers should be provided to enhance transitions between the proposed redevelopment and the uses on adjacent sites Additional traffic data should be provided with a focus on bus ridership and capacity as well as Saturday traffic counts on 31st Street South School capacity (existing and projected) for Abingdon Elementary School should be provided A construction phasing schedule should be provided Staff should provide an analysis of the affordable housing component in relation to other similar site plan projects
