EXECUTIVE SUMMARY

In order to respond more effectively to daily drug testing being conducted by Davis County (the “County”), through the Davis County Sheriff’s Office (the “DCSO”), the County is requesting information on urinalysis or other effective and low-cost testing equipment, reagents and supplies for controlled substances, either for sale or for lease, in order to conduct approximately 26,500 samples annually or 344,500 total tests annually. The County’s broad goals are as follows: 1. To ensure that the County is paying the most cost-efficient amount for testing for controlled substances (the equipment, reagents, and supplies used must result in drug tests that are legally defensible in a court of law); 2. To increase the efficiency and effectiveness of employees performing daily testing for controlled substances; 3. To facilitate the reporting of testing for controlled substances in an efficient and effective manner, but in no event less than 24 hours; 4. To increase the efficiency and effectiveness of management and manpower in the use, collection, and reporting/analysis of urinalysis or other drug testing options; and 5. To increase the ability for management and supervisory staff to monitor, assess, and receive reports on the drug testing operations and to track historical trends in the use of controlled substances. Individuals and/or entities responding to this RFI are requested to provide a “best practice” solution for the implementation of their products. This RFI is only a request for information about potential products/services. No contractual obligation on behalf of Davis County shall arise from this RFI. This RFI is for planning purposes only and should not be construed as a solicitation nor should it be construed as an obligation on the part of the County to make any purchases. This RFI should not be construed as a means to pre-qualify vendors. The County may utilize the results of this RFI to assist it in drafting a competitive solicitation (RFP) for the subject services/products/equipment. Participation in this RFI is voluntary and the County will not pay for any information prepared or submitted by a respondent, for the County’s use of submitted information, or otherwise.

OVERVIEW OF APPLICABLE COUNTY OFFICES AND DRUG PROGRAM

The DCSO is staffed by approximately 350 sworn and civilian members. Each member of the DCSO interacts with the public and courts on a regular basis and needs to be aware of the types and use patterns of controlled substance use. In approximately 2002, the DCSO commenced drug testing for controlled substances using a V-twin system. For approximately the last seven years, the equipment utilized to perform the drug tests has been an AU 400 system. The DCSO provides drug tests for the Davis County corrections facility, the Davis County Attorney’s Office, the Second Judicial District Court in and for Davis County, State of Utah (e.g. drug court and mental health court), and various state and other county entities/offices/agencies. PROJECT OVERVIEW (SCOPE/OBJECTIVES) a. Obtain options to provide legally acceptable drug testing data to the courts, increase efficiency of services, and increase timeliness and reporting capabilities. b. Obtain detailed information regarding drug testing hardware, software, reagents, and supplies that will be able to efficiently and effectively perform at least 26,500 samples annually or at least 344,500 total tests annually in a manner that will produce drug testing results that are legally defensible in a court of law. c. Obtain detailed information regarding training options for various levels of use (e.g. testing, reports, analysis of data by courts). d. Obtain detailed information regarding consulting options to provide law enforcement specific implementation of technology and supplies. e. Provide deputies, officers, department managers, supervisors, and commanders with tools to analyze and mine law enforcement data in order to drill down into greater details to provide analysis and history of testing results. These tools need to be simple, easy to use, flexible, and reliable. These individuals will be looking for relationships between events and crimes, commonalities, patterns observed, and other influences that may be affecting these trends. f. Provide better tools for individual efforts for proactive response and command deployment of officers. g. Implement a system that is easy, accurate, timely, and reliable (as close to real time as possible). Transform the data to allow for more natural relationships, simplified search parameters, and the information to be displayed in a user friendly fashion. h. Officers, supervisors and commanders viewing positive controlled substance use data need to see current and historical activity in order to fully assess the dynamics in their geographic areas.
