Request for Budget Transfers - Replacement of Port & Harbors Departments' Small Maintenance Boat Outboard Engine
The motion detailed below was prepared at the request of Acting Port & Harbors Director Dan Berg, who asked that it be placed before the City Council at its meeting of August 3, 2017. If adopted, the motion provides for authorizing budget transfers in the amounts of $4,426 and $4 ,426 respectively from Appropriated Reserves of the Small Boat Harbors and Port Enterprise Funds to the Port and Harbors Departments' Machinery and Equipment accounts (Account Nos. 725.00 and 725.00) to finance the replacement of the departments' small maintenance boat outboard engine. The rationale for replacing the outboard engine and associated budget transfers is detailed in Mr. Berg's transmittal memorandum and requires no elaboration on the part of my office. I concur with the Acting Port & Harbors Director's recommendation. Port & Harbors Director Steve Corporon will be attending the City Council meeting of August 3, 2017, in order to address any questions and/or concerns that Councilmembers may have. A motion has been prepared for City Council consideration .
RECOMMENDATION It is recommended that the City Council adopt the motion authorizing budget transfers in the amounts of $4,426 and $4,426 respectively from Appropriated Reserves of the Small Boat Harbors and Port Enterprise Funds to the Port and Harbors Departments' Machinery and Equipment accounts (Account Nos. 725.00 and 725.00) to finance the replacement of the departments' small maintenance boat outboard engine.
Recommended Motion: I move the City Council authorize budget transfers in the amounts of $4,426 and $4,426 respectively from Appropriated Reserves of the Small Boat Harbors and Port Enterprise Funds to the Port and Harbors Departments' Machinery and Equipment accounts (Account Nos. 725.00 and 725.00) to finance the replacement of the departments' small maintenance boat outboard engine. Request for Budget Transfer from Port and Harbor Reserves
On July 13, 2017 we were advised by Alaska Outboard that the 90 HP Yamaha outboard engine that was in their shop for maintenance was not repairable due to corrosion that had compromised one cylinder and was very close to compromising a second. The cost to repair was greater than the cost of purchasing a new engine. This engine has been in service with our department for 10 years. I have solicited quotes from the three Outboard Dealers in town for a comparable replacement engine. I would like to repower with a 115 hp engine at this time as we have found the 90 hp engine to be the minimum acceptable for some of the jobs we perform with this vessel such as hauling heavy loads and moving vessels around the harbor. The quotes for a replacement engine are as follows and each includes installation. Alaska Outboard- Yamaha F115XB

Mercury 115EXLPT $8,850.80 It is my recommendation that we purchase the Mercury 115EXLPT from Bay Company. Besides being the lowest bid, this engine utilizes a heavier gear case that is found on
the 150-200hp models. This model is specifically tailored to customers who haul heavy loads, and need higher torque levels associated with those loads. Since this was an unexpected event, the Department does not have monies budgeted to cover a purchase such as this in either the Port or Harbor operating budgets. The vessels maintained by the Port and Harbor Department are assets that are funded 50/50 between the two divisions of the Department. I am respectfully asking that the City Council consider and approve a transfer of $4425.40 from both Port Reserves and Small Boat Harbor Reserves to cover the cost of replacing this engine.
