Transitional and Supportive Housing Provides stable housing and case management for over 40 families in 3 different specialized programs
Current Situation • Low income and expensive housing are the main reasons for homelessness in our community. Monthly rent for a one-bedroom apartment is $1,134; therefore, it is impossible to pay for an apartment when earning minimum wage - even if you work 24 hours a day, 7 days a week. • A family must earn $22.25 an hour to afford a one-bedroom apartment. For homeless families, 82% earn less than $14.24 an hour.
Interventions/Solutions
• Re-house homeless individuals and families with the support of a housing subsidy for a time-limited or long-term basis with the goal of helping each family achieve stability and obtain permanent housing. Case managers provide social services, financial and employment coaching as well as addressing family health and wellness goals. • Families are enrolled in the following programs: - Partnership for Permanent Housing (PPH) a five-year transitional program that prepares 12 previously homeless families with at least one child for homeownership or permanent housing.
- Reaching Independence through Stability and Engagement (R.I.S.E.) - Permanent supportive housing program for seven previously homeless families with a child, less than 18 years of age, and head of household has a documented disability that impedes their ability to live independently.
- Community Housing Resource Program (CHRP) a two year transitional housing program for 15 homeless families with at least one child less than 18 years of age.
Results
• In FY2011, Reston Interfaith’s Transitional and Supportive Housing Program provided services to 40 families which totaled 133 individuals (55 adults and 78 children). • Of the 12 families enrolled in the PPH program, 4 have purchased homes, 1 family home purchase is pending, and 3 are expected to purchase a home in 2012. • Since 2007, 88% of the families enrolled in the CHRP program have maintained permanent housing after moving out of transitional housing. • 71% of the RISE families are stably housed. Transitional and Permanent Supportive Housing Programs Reaching Independence through Support and Education (RISE) Supportive Housing Program
The RISE program is a collaborative program operated through the Fairfax County Continuum of Care (COC) and under the auspices of Office to Prevent and End Homelessness (OPEH), administered by three nonprofit providers. 571-323-9555 RISE assists participants in obtaining and remaining in permanent housing, increasing their skills and income, and achieving greater self-determination. Community Housing Resources Program (CHRP) Transitional Housing Program The CHRP transitional housing program is a collaborative program operated through the Fairfax County Continuum of Care (COC) and under the auspices of OPEH. CHRP program is a HUD/Fairfax County-funded transitional housing program operated by three nonprofits including Reston Interfaith, which serves homeless families for a two-year period with housing, direct assistance for school and training, employment assistance, and case management. Reston Interfaith operates 15 units. Partnership for Permanent Housing (PPH) PPH is a public-private pilot program operated by Fairfax County and three nonprofits to assist up to 26 families move into stabilized rental housing and progress into homeownership. This is a five-year pilot and we are in year five of the program. The program relies on federal HOME Tenant-Based Rental Assistance (TBRA) vouchers to provide housing subsidy to help families afford housing, then provides family-driven case management supports and offers homeownership counseling, seminars/life skills to accelerate the progress of each family towards their unsupported housing or homeownership goals.
