Tupper Lake Water and Sewer District Consolidation Study Public Informational Meeting 8-31-17 6:00 p.m. Emergency Services Community Room Meeting Notes I.

Patricia Littlefield welcomed attendees and gave a brief description of the meeting purpose.

Carrie Tuttle presented the Existing Conditions and Alternatives to attendees.

Public Questions and Comments: 1. Q. SD23 has many new rentals and seasonal residences that are not all taken care of the same way that permanent residences are cared for - particularly with the grinder pump care. How will the Town address this issue? A. Some Towns that have grinder pumps have sewer use laws that include the proper management of grinder pumps and specify Town responsibility and resident responsibility regarding grinder pumps. 2. Q. What happens when a new development comes into the Town? Is a new district always formed? A. It depends on the specific development and plans. Typically, a new district is not formed, and the developer is responsible to pay for the water and sewer infrastructure, so there is no new debt on the district. 3. Q. Does the Town currently have fund reserves to deal with maintenance and repairs on water/sewer districts? A. No, currently the Town does not have reserves. When maintenance or repairs are done on a district’s infrastructure, the costs for that work have to be added to the taxes to the district for the following year. In the implementation phase of this consolidation project, a recommended task would be an asset management plan that would help the Town plan for reserves, maintenance, etc. 4. Q. Does consolidating the Town districts include the Village? A. No, Town water and sewer district consolidation does not include the Village.
