UNIVERSITY OF RHODE ISLAND INTRAMURAL SPORTS 4v4 MINI SOCCER RULES Revised 3/1/2017

Each player must present a valid URI I.D. and be on the www.IMleagues.com roster. If you cannot present an URI I.D you will not play. All players must be on www.IMleagues.com to prove that you are a current URI Student. The University of Rhode Island Intramural Sports will provide referees for each regular season and playoff game and they have absolute authority during the game. Teams are responsible for keeping their spectators under control. Misconduct of participants, coaches or spectators can result in an implementation of an unsportsmanlike penalty, or harsher penalty. If you have been ejected from two or more games you will not be playoff eligible. All rules mentioned here are under the discretion and interpretation of URI Intramural Sports and its Supervisors, Game Managers and Referees.

Team Requirements 1. Registration fee will be $40 per team. 2. Four players constitute a team. A team may start with three players, but must finish with at least two. The CoRec breakdown is 2males:2 females and when playing with 3 the breakdown is 2 and 1 either combination of male/female. 3. A roster may have up to 10 players. Players must participate in a minimum of 1 regular season games in order to play in the playoff tournament. 4. The match shall be declared a forfeit when a team has fewer than four players to start the match. If at game time one team does not have enough players, but their opponents do, then the team ready with the minimum number of players will be given a choice: a. Take the win by forfeit with a score of 1-0 b. Allow a maximum 10-minute grace period to allow their opponents time to check in the minimum number of players. During this 10-minute grace period time will run off the game clock and the team with the minimum number of players will be awarded 1 goal for every minute or part of a minute their opponents do not have enough people to play. If enough players arrive within the 10-minute period, then points will stop accumulating but the game clock will continue to run. If the opponents do not obtain the minimum number of players to participate within the 10 minutes, then the game will be forfeit and the score recorded as the accumulated score (10-0). NOTE: If a team decides to wait, they must wait the full 10 minutes and neither team may use a timeout to stop the game clock from running thus, extending the length of Captain’s Choice. 1

Game format 1. The winner of the coin toss has the choice of kicking off or defending a goal. To start the second half the teams shall automatically switch goals and the other team shall kick off. 2. Games will consist of two 15-minute halves with a 3-minute half time. The clock will be stopped for injuries, and unusual delays designated by the official. In the last minute of each half the clock will stop on all official’s whistles (out of bounds, penalties, goals, etc.). The clock will restart when legally touched by a player following the stoppage of play. 3. The game will be played on a field 60 yards long and 30 yards wide.

Equipment 1. Teams are encouraged to bring their own shirts if they are all the same color. Otherwise, pinnies will be provided. 2. The Goalkeeper must wear apparel that distinguishes them from their teammates and opponents. 3. Shoes, sneakers or cleats must be worn. Metal spikes, 5-finger shoes, hats with brims, or any type of jewelry are not allowed to be worn during play.

4. Jewelry (wristbands, bracelets, earrings, necklaces) or hats with brims are not permitted on the field. 5. Medical Alert Bracelets may be worn and visible if taped down.

Substitutions 1. Substitutions are unlimited and can be made on the fly, permission from the official is not necessary. A substitution may be made at any time, regardless of if the ball is in play or not, provided that the player substituting waits until the player leaving is completely off the court. All substitutions must be made from the midline to nullify any advantage. A goalkeeper may only be changed during a stoppage in play. Penalty: Yellow Card

Rules and infractions 1. During a kickoff. Players must remain on their half of the field until the ball is kicked. Penalty: Turnover Direct Kick 2. On all kickoffs (starting game, following goals) the ball may be played in any direction. 3. Free Kicks a) All kicks will be direct. b) Direct – a goal may be scored against the offending team, directly from the kick of the ball without touching a player from the offense or the defense. i) The offending team’s players must be at least 5 yards from the ball until it is kicked. NOTE: The player taking the free kick MUST ASK THE OFFICIAL for 5 yards or it is no guarantee it will be given ii) Any player of the offended team may take the free kick in any direction 4. Offenses resulting in a free kick: a) Tripping an opponent b) Intentionally kicking an opponent c) Deliberately handling the ball 2

5. Penalty Kicks a) Awarded anytime a penalty occurs by the defense in the Penalty Box b) All Penalty Kicks will be taken from Penalty Mark at the top of the box. c) No goalie is permitted for penalty kicks. d) The ball will be kicked while it is stationary on the ground e) Neither the offense or the defense shall come within 5 yards of the player taking the penalty kick. Penalty: Offense - loss of kick/disallow the goal, if made; Defense - rekick if the goal is not made f) Once the ball has been kicked players may advance 6. Offside a) Offside is not a rule in 4v4 Mini Soccer. 7. Advantage rule a) If a foul is committed by the defense while the offense is attempting a scoring opportunity, and calling a foul would stop the offense’s chance of scoring on that play the official will shout “play on.” Shouting “play on” will evoke the advantage rule meaning that the offense will continue with their scoring opportunity. At the next stoppage of play the official who called for the advantage rule will give the offending player a card, if necessary. 8. Sliding/Slide Tackling: a) Sliding and Slide Tackling is not permitted and will be addressed with an immediate YELLOW CARD. Accidental falls are not considered slide tackling. When a yellow card is issued, the player will sit out for a two-minute penalty and the team may substitute for this player. Two yellow cards in one game will result in a suspension in the next game. 9. Out of bounds a) A ball is not considered out of bounds until it completely crosses over the sidelines or end lines. ON THE LINE IS IN PLAY. 10. Kick-In a) The ball will be put in play with a kick-in whenever it goes out of play on a sideline or when the ball goes out of the end line after last being played by a member of the attacking team. 11. Goal Kick a) If the ball crosses the end line last being touched by a member of the attacking team the ball will be put back in play with a Goal Kick from the penalty mark. b) If the ball becomes motionless in the crease. 3

c) If a member of the attacking team touches the ball in the crease. 12. Crease Rules a) A circular crease 18ft in diameter will encompass the goal area. b) There are no goal keepers permitted in 4v4 Mini Soccer. c) Players are permitted to enter and run through the crease. d) Once the ball has entered the circular crease around the goal, no player, from either team, may play the ball. e) If the attacking team plays the ball in the crease it will result in a Goal Kick. f) If the defending team plays the ball in the crease it will result in a Penalty Kick. 13. Scoring a) A goal is scored when the ball completely crosses over the goal line. b) A goal must cross the goal line before the clock reads 0:00 for it to count 14. Mercy Rule a) With 5 minutes or less remaining in the second half if a team is up by 6 or more goals then the game will end. 15. All unsporting acts are subject to caution and may result in a yellow card. Any player who receives a yellow card must serve a 2-minute time penalty. While that player must remain off the court for 2 minutes, their team is permitted to send in a substitute for them. If a player receives a red card, their team must play a person down for the remainder of the game.

Overtime Rules (Postseason ONLY) 1. A 3-minute “Golden Goal” period will be played in the case of a tie score. If the game is still tied after the first extra period, another “Golden Goal” period will be played but it will be 3v3. In the event there is a third or subsequent “Golden Goal” Period, it will be played 2v2.

University of Rhode Island Intramural Sports Policies 1. The game of Soccer is a contact sport, and injuries (mostly minor) do occur. Players should participate with this understanding. Also, participation in the intramural sports program is completely voluntary. The University of Rhode Island is not responsible for injuries incurred during intramural play. It is strongly recommended that participants have satisfactory health status and accident insurance to cover any injury that may occur. 2. Alcohol/Illicit Substances are not to be brought to any URI Campus Recreation playing facility. Players coming to their game under the influence of alcohol or illicit substances, risk forfeiture of the game, suspension from intramural sports play, and referral to the Office of Judicial Affairs. 3. There will be a Sportsmanship Rating System in place for all teams. At the conclusion of every game, the officials and intramural supervisors, will rate each team based on their sportsmanship towards their opposing teams and the officials. The rating can range from 4.0-0.0. Teams that forfeit will receive a D. Teams must have at least a 2.5 rating average in order to be eligible for the playoffs. During the playoffs, teams must maintain a minimum of a 2.0 rating in order to advance to the next round. Any team that does not maintain a minimum 2.0 rating during the playoffs must schedule a meeting with the campus Intramural professional staff member before the next scheduled game. Failure to do so will result in the team being pulled from the remainder of the playoffs with the possibility of further sanctions being adjudicated as necessary.

The sportsmanship ratings are based as follows: A (4) Excellent Sportsmanship - Given to a team where all players cooperate fully with the officials and opposing team members. B (3) Above Average Conduct - Team members verbally complain about some decisions made by the officials and/or show minor dissension, which may or may not merit an unsportsmanlike penalty (technical, yellow flag, etc). Any team receiving an unsportsmanlike penalty will receive no higher than a “B” rating. C (2) Poor Sportsmanship - Team members constantly comment to the officials and/or the opposing team from the field/court and or/sidelines. The team captain exhibits little control over teammates or him/herself. Teams that earn at least two unsportsmanlike warnings will receive no higher than a “C” rating. D (1) Deplorable Conduct - Given to a team that persist in questioning officials' decisions; and/or they repeatedly argue with the officials. Teams display frequent use of profane or vulgar language. Spectators, clearly related to the team, fail to cooperate with the officials and the team is not supportive of the officials' efforts. Teams that earn at least three unsportsmanlike warnings will receive no higher than a “D” rating. Teams receiving an ejection due to unsportsmanlike actions of a player will receive no higher than a “D” sportsmanship rating. F (0) Intolerable - Given to a team where the team is completely uncooperative and the captain has no control. Any team that receives four unsportsmanlike penalties or two player ejections will receive an “F” rating and the game will be forfeited.
