Q&A
o
Corinne asks for a further explanation to why Andrew wrote that Barry says that Andrew isn’t here so he can’t speak for him o Jay says that he talked to Andrew and then he tries to explain a bit more Corinne asks if this is related to the Student organization handbook and the club handbook Jay believes so Barry states that referencing the Student Organization’s handbook and constitution was fine because the club’s cannot be discriminatory anyhow Jay says that Andrew said that things that qualify as A&S fees are defined by the state Jay withdraws his statement Corinne motions Edward has a question o Corinne retracts her motion Edward asks if this can be reworked in a committee Jeanie asks if this needs to be motioned to be reconsidered before the veto is overturned Barry says no Corinne asks if there is a deadline if it is sent back to committee Barry says no Corinne motions to overturn the veto Jaime seconds The motion passes and SB [S] 42-004 has been overridden and approved o Edward asks if this can actually pass- do they need an absolute supermajority? SB [S] 42-005 o Veto’d bill o The changes to 803.3.4 “on or in behalf of” will be approved when the clarification that food or marketing is gotten rid of. The wording of “the exemption of” is in violation of Sunshine state laws o Barry says that the clarification in the Amendment’s meeting was approved by two Justices. Barry says that he also could not find anything in Sunshine state law’s supporting Andrew’s statement. Without any citations, Barry doesn’t know what he’s referencing o Corinne asks if the addition of “for students”, would it change anything? Barry says that the specification would not address Andrew’s concerns o Jay asks if the Judicial branch’s opinion matters if it’s a state law Barry says that the opinion wasn’t based on Florida State law, it was based on their judicial opinion o Jeanie asks if they can get a citation from Andrew before they decide Barry says they can table it o Discussion Jay thinks tabling it would be smart. When it comes to state law, that trumps SG law. Ricardo says that they can remove the amendment and clarify the language and pass the bill without the section Andrew doesn’t like Barry cites his point in Sunshine state law that the disbursement of A&S
fees is up to student government. Sami believes that the amendment is sound Edward motions to table the bill Jeanie seconds The motion passes and SB [S] 42-005 is tabled to the next scheduled Senate meeting
New Business: o SB [S] 42-006 The Interim Funding Act o Written by the Amendments committee o This bill adds a new chapter in the Finance Code which clarifies the criteria for interim funding. For the exact criteria, reference the bill. o Q&A Anthony asks a question irrelevant to the bill Jay asks when he can add something to the bill Barry says he can make a motion anytime Sami asks for a definition of Interim funding Barry says it’s intermediary funding between budgets o Discussion Jay motions to add 805.5 “The organization submit for interim funding at least two weeks before it’s needed” Edward seconds The motion passes and 805.5 is added Andre says the motion was unnecessary because it’s going to take at least two weeks to process anyhow o Barry says to avoid confusion just approve the bill not as amended Andre seconds Then motion passes and 805.5 has been deleted o Andre moves to approve SB [S] 42-006 Edward seconds The motion passes and SB [S] 42-006 has been approved o Scheduling o Ricardo will send out a doodle for the Senate meetings during the fall semester o Sami asks if the conference room has to be reserved o Ricardo says the room will always be locked, but he is negotiating that with Student Engagement. The sheet will thus add accountability to those working in the office o Jaime says that the first Service Saturday will be September 17th Meeting Adjourned: Meeting adjourned at 11:46 AM.
