Purpose of the role

Providing strong leadership the National Commissioning Manager will manage the team of commissioning managers whose responsibility is to negotiate and secure new commissions. They will meet agreed outcomes and targets in relation to local commission development and expansion. They will ensure commissions are delivered effectively by working closely with the National Delivery Manager and other colleagues and partners. They will contribute to the development of commissioning models in a range of settings. They will ensure alignment with other SA programmes and initiatives.

Key responsibilities

      

 

Oversee the securing of commissions for FFLP. Coordinate with the National Delivery Manager to ensure the effective delivery of all commissions. Build relationships with local authorities and public health bodies where potential opportunities for commissioning may exist, capitalizing on existing relationships where possible. Discuss and negotiate potential business models with commissioners including budget and project delivery requirements. Work to set income targets to secure a sustainable business model for FFLP beyond 2013/14. Contribute towards monitoring and evaluation work by collating appropriate evidence. Support the extension of the FFLP, for example, engaging with nurseries and early years providers, pioneering approaches which combine healthy eating and exercise, working in partnership with the Sustainable Food Cities network where appropriate. Contribute to policy environments locally and nationally which support the extension of the FFLP programme. Raise and maintain the Good Food for All profile across England, especially that for FFLP, acting as an ambassador and spokesperson for the programme.

Contribute towards the development of training packages which support the extension of the FFLP programme and generate income. Pioneer approaches to contract set up, management and delivery. Work closely with delivery partners and senior commissioning staff to develop effective systems for contract management and delivery. Be responsible for the quality assurance of all commissions, ensuring effective monitoring of all activities; identify performance issues and implementing remedial action through the risk strategy where necessary. Line manage a small team of FFLP Commissioning Managers, providing them with advice, support and the drive to achieve continued success.

Qualifications

Educated to degree level or equivalent experience

Knowledge & experience

Essential Substantial project management experience Substantial experience of delivering and reporting in a multi-agency partnership, preferably in education, community development or public health. Experience working with senior members of staff at local authorities and regional level Experience of working with schools Experienced spokesperson Experienced relationship builder Experience managing a senior team Proven experience of managing significant budgets Desirable Experience of successfully positioning FFLP as a means to help stakeholders/other organisations achieve their targets Sound knowledge of the FFLP’s delivery mechanisms and the results of the evaluation

Strong leadership and line management skills Excellent communication skills, both verbal and written, with the ability to deliver professional presentations Strong influencing and negotiating skills Excellent relationship building skills Excellent IT skills including Word, Excel and PowerPoint

Grade / salary

Grade C, c.£40,000

37.5 hours per week, 9.00am-5.30pm with one hour for lunch
