MEETING AGENDA: The purpose of this meeting was to review the applicant’s revisions to the proposed redevelopment of the site and to address site design issues of the proposal. The agenda for the meeting was as follows: 4) Applicant Presentation of Design Changes 5) Site Design and Characteristics a) Allocation of uses on the site b) Relationship and orientation of proposed buildings to public space and other buildings c) View vistas through site d) Visibility of site or buildings from significant neighboring perspectives e) Historic status of any existing buildings on site f) Compliance with adopted planning documents
SPRC DISCUSSION •
Reaction to Applicant Revisions o Replacement of water feature with enhanced stairway will benefit Nash Street o Retail does not seem viable along Nash Street o Activation of Nash Street should be a focus o Soil depths of plantings above structures needs further review o Accessibility (ADA) of skybridge system requires further analysis o Realignment of stairway provides greater visual permeation of site from Wilson Boulevard o Site layout supports “green loop” concept recommendation of Realize Rosslyn effort o Grocery layout seems constrained from a marketability perspective

Site Design and Characteristics Discussion o Number of non-grocery retail spaces is important to activate site o Access between loading area and individual retail spaces requires further review o Blank walls of buildings adjacent to public sidewalks should be eliminated o Retail garage entry from Key Boulevard is problematic due to high potential of conflicts between vehicles and pedestrians

o Mezzanine use by grocer is important element of activating upper plaza area o Upper plaza area is a beneficial aspect of proposal not just for site but neighborhood as well o Details of ventilation systems and impacts on buildings and plaza needs further review o Physical model of site plan proposal would be helpful in understanding the proposal in relation to the elevation variation of the site o Rosslyn contains many raised plazas that have not been successful Important to study proposed plazas further to ensure they don’t follow past examples o Provision of Wi-Fi service can help activate plaza spaces o Office building’s engagement with Wilson Boulevard is problematic due to columns and cantilevered upper stories Office building lobby and building presentation to Wilson Boulevard and Nash Street needs further review •
Wrap-Up Comments o Impediments to pedestrian access to plaza area from Oak Street should be removed o View of site from the southwest should be provided o Imperative to maintain use of the mezzanine retail space by the grocer o Office lobby entrance needs further analysis o Transition of height towards the edge of the Rosslyn Coordinated Redevelopment District is appreciated o Views of the redevelopment proposal from vantage points within Rosslyn should be provided o Wilson Boulevard streetscape and building placement requires further analysis o Northeast corner of the residential building should be enhanced
