General Board Meeting Minutes– April 11, 2016

OPENING: The general board meeting was called to order at 7:43 pm in Newbury Park by Jason Kerns, NPPB President. Those present are listed in the chart.

APPROVAL OF MINUTES: Jason made a motion to approve the March minutes, second by Kevin. The minutes were approved as presented. Oct Nov Dec Jan Feb

DIVISION REPORT: A. Pony: Joe D’Errico presented the Pony Division report. Pony is running smoothly and umpires have been good. The rainout games are being rescheduled by interleague. B. Bronco: Bob Grieder presented the Bronco Division report. Two rainout games that have been rescheduled, and one continuation will be rescheduled for Saturday. There have been no issues. The feedback for the Pitch Smart Guidelines has been good so far. More pitchers are used across the board, and there are few instances where pitchers are reaching 60 pitches. C. Mustang: Brian Yasui presented the Mustang Division report. The first violator of the Pitch Smart rules was given a warning. Other than that, Mustang has been good. D. Pinto: Pat Leff presented the Pinto Division report. Rainout games have been rescheduled. Brandon Hill is rescheduling the interleague games. There was a boundary issue with Del Prado 2, and soccer practices since there is no outfield fence. Some feedback on frustration with the younger umpires in not being assertive enough. No other issues. E. Shetland: Darren Garlock presented the Shetland Division report by email. All rained out games have been rescheduled. Score will start to be recorded for Shetland Gold on game 8 this Saturday. Sequoia infields and outfield grass needs attention. No issues reported with pitching machines or equipment at this time. Need to start discussions/emails for upcoming all-stars. Just waiting for some direction.

ADVISORY REPORT A. Trophies: For interleague, trophies will be given for league finishers, and t-shirts for tournament finishers. The black division will still have trophies for both league and tournament finishers. B. Umpires: CJ has also asked for positive feedback on umpires. He’s been getting a lot of feedback, which is all good stuff, but it’s only been the negative. There also needs to be clarification on the start of game time, which should be the first pitch.

C. Lights: Kevin Leehey mentioned that we need to be much better at turning off the lights when not using the fields. Please look at the schedule, and let him know when slots are not being used. Also, please remind managers to turn off lights. 5.
OLD BUSINESS: A. Interleague Update: Jason discussed several minor rules clarifications that have been put in place for this season. Specifically discussing that replacement players must bat at the end of the lineup, intentional walks ruling, information on reporting scores in a timely manner, and clarification on notification of when pitchers have reached their pitching limits. The updated rules were posted on the interleague website. B. Tarps for Pitching Mound: The league is looking at customized tarps for the pitching mounds for Pinto-Pony (~$250/each, so $1,000 total). The tarps are weighted around the edges. Bob will include in upcoming CRPD matching grant proposal.

NEW BUSINESS A. 4U All-Stars: Aaron Yuhasz is looking into possibly forming a 4U all-star team that will only play in one tournament. There are two managers interested, but there are concerns about the cost, etc. Aaron will report back with an update. B. CRPD Complex Improvements: CRPD is looking to do some improvements at the DV complex, including a seating area with tables/chairs near the snack shack. Jason Kerns will meet and propose some projects. Suggestions will include netting for the quad area, additional bathroom facility, etc. C. All-Stars: Jason Kerns summarized the all-star process, including manager selection, player nomination, player participation forms, drafts, etc. He cautions that discretion through the entire process is very important. Also, only players who have returned the player participation form can be drafted. It is very important to review the availability when considering a player. D. Player Rotations: Division Directors to communicate with managers on rotating players in the infield and outfield.
