NEWELL BOARD OF EDUCATION MINUTES NEWELL SCHOOL DISTRICT #9-2 SPECIAL MEETING JULY 25, 2017 President Weeldreyer called the Newell Board of Education Special meeting to order at 6:30 p.m. with members Youngberg, Wendt, Burtzlaff, Alexander and Gaer present. Absent: Trohkimoinen. Administration present: Superintendent Dutt, Business Manager Pflaumer. Visitors: Mike Boettcher, EMC Ins. Property Claims Specialist, Betsy Burtzlaff, Todd Komes. Unless otherwise noted, all Board action was by unanimous decision. APPROVE AGENDA Motion Gaer, second Wendt to approve the agenda as modified. Carried. APPROVE EMERGENCY PROCUREMENT DECLARATION FOR 7/18/2017 STORM DAMAGE REPAIRS Newell School District’s buildings suffered serious hail damage from a recent storm leaving broken windows and skylights and interior water damage. Because the school year is scheduled to start soon and time is of the essence to make repairs or replacements, motion Wendt, second Alexander (1) that the school board hereby declare this to be an emergency which is a threat to public health, welfare or safety or for the urgent need to complete the damage repairs before the beginning of the school year as authorized by SDCL 5-18A-9; (2) that the superintendent or school board are each authorized to make emergency procurement of those materials, goods and services needed to complete these repairs or replacements without advertising for bids if rentals are not practical; (3) that the superintendent or school board are directed to use competitive pricing as is practical under the circumstances; (4) that a copy of this motion stating the basis of the emergency, together with documentation for selection of a particular contractor or vendor by the superintendent or school board will be included in the District’s contract file; and (5) that this motion and the emergency procurement procedures are limited to the repairs or replacements to school district properties resulting from the hail damage. Motion Carried. Michael Boettcher, Property Claims Specialist, EMC Insurance met with the Board to discuss the recent hail damage to school buildings, and all school property. Boettcher explained the procedure for handling the loss claim. A Statement of Loss will be sent, along with a cash value payment/adjuster estimate, so the school can start paying expenses for repairs. This will probably take at least a week. Meanwhile temporary repairs are currently being made.

ACCEPT RESIGNATION Motion Gaer, second Burtzlaff to accept, with regrets the resignation of Vonda Clauson, SPED Para-professional. Motion Carried.

CONFLICT OF INTEREST Motion Youngberg, second Wendt according to SDCL 3-23-3, the board does not see a Conflict of Interest in Komes & Sons doing temporary emergency repairs on Austin Auditorium to prevent further damage. Motion Carried. DISCUSSION It was the consensus of the Board to have an engineer give a cost estimate on repairing the drainage problems on the middle school building.
