Re:

Aeration Blower Emergency Repair

of

PLAINFIELD

Public Works

Background Findings

The Wastewater division of Public Works has the duty to remove components of sanitary sewage conveyed within the Village system to ensure public health and return those harvested components to the environment in a

beneficial manner. This provides high quality water to the river and stabilized fertilizer to area farm fields. The method utilized to remove particles is conventional activated sludge treatment. In this method, naturally

occurring bacteria are given beneficial conditions to allow the bacteria to efficiently breakdown the incoming sewage. Air introduced into the wastewater provides oxygen for the bacteria to use in respiration as they metabolize the waste particles. The air movement also churns the bacteria and water, allowing the bacteria to contact and consume the waste more easily. Air is produced by five blowers and delivered through a computer controlled valve system.

This air delivery system is a vital component of the reclamation operation. As the

amount of air needed varies by amount and type of sewage, the number of blowers needed also varies. Typically three blowers are sufficient but we have had need of all blowers. During routine inspection and maintenance, staff recognized an abnormal vibration on blower# 3. In an effort to avoid catastrophic damage, the blower was removed from operation and expert service was sought.

Policy Considerations

The Village has the duty to effectively protect public health as necessary. As the invoice exceeds$ 5000. 00, Board approval is required. Financial Considerations

Staff did contact three repair companies. No company would commit to a repair price until the blower was relocated to their shop, disassembled and inspected. In an attempt to compare pricing possibilities, removal, transport,

Berryman Equipment Company was the

70% higher than Berryman. All

three companies have been used by the Village in the past. Berryman was chosen based on their estimate, response time, history, and proximity. After the blower was removed and inspected the problems were

corrected. The blower has been satisfactorily reinstalled, is operational and has a one year warranty. Funding is available in capital budget line item 02- 12- 91- 8135.

Recommendation

Staff recommends that the Village Board approve payment to Berryman Equipment Company for the emergency repair of

Blower# 3 in the

amount of$
