Subject to severe flooding, Sims Bayou had been slated by the Army Corps of Engineers for widening and straightening of the prior concrete lining. Working with citizens groups, the Harris County Flood Control District, the Corps and the local congressman’s staff, SWA developed a compromise solution that all parties were able to fully support. The result has not just flood control as its end use but also park space, alternative transportation corridors, urban wildlife habitat, storm water and ground water quality filtration basins, environmental mitigation and species diversity banking, and urban form giving shape to the redevelopment of decaying city neighborhoods.
