MEETING AGENDA: The agenda for the meeting was as follows: 14) Wrap Up Discussion a) 18th St. connection b) Upper Garden plaza area c) Community Benefits d) Other issues

SPRC Discussion: 18th Street Connection: Staff and the applicant presented information on the 18th Street Connection, with the staff version focused on issues related to the Realize Rosslyn process discussions and the applicant’s tailored to the physical improvements proposed on the subject site. Issues addressed included:          

The width of the 18th Street Connection Opportunities for flaring the steps at the approach to North Nash Street Handrail, lighting and wayfinding signage throughout the 18th Street Connection Seating areas associated with the 18th Street Connection Timing for construction of the 18th Street Connection Possibility of a parallel escalator Improvements to the unstaired portion of the 18th Street Connection Need for a unified design theme for the entirety of the 18th Street Connection Opportunities for retail along North Nash Street or kiosks within the 18 th Street Connection Inclusion of public art elements in the 18th Street Connection

Upper Garden Plaza Area: The Applicant’s presentation included highlights of the proposed Upper Garden portion of the site and how it connects to the 18th Street Connection. Issues addressed regarding this topic included:    

Locations of water jets should be reconsidered because of impacts to outdoor dining areas More seating areas would be desirable Child friendly amenities would help to activate the space Pavement treatments and lighting should be coordinated with the 18th Street Connection

Public art should be incorporated within the Upper Garden area

Community Benefits: Additional comments regarding the community benefits proposal included the following:   

Any affordable housing units or contributions associated with this site plan should be used within the Rosslyn area Public art should be provided on-site, not elsewhere in Rosslyn Improvements to the Upper Garden area should not be considered in the community benefit proposal

Wrap up Comments: As this was the final SPRC meeting for this site plan, committee members provided the following additional comments for consideration:      

A unified set of design guidelines should be established for the entirety of the 18th Street Connection Visual clues should be provided to enhance visibility of the 18th Street Connection, Upper Plaza, and elevators Activation of water jets should be considered Flexibility in the final design of the Upper Garden area should be examined Retail garage entrance may present conflicts with pedestrian movements along Key Boulevard Skywalk elements on the proposed site are valuable and should be retained

NEXT STEPS 

This meeting concluded the SPRC review of the site plan. The County Board is scheduled to hear this item at their June meeting, with corresponding commission meetings occurring prior to this public hearing.
