This week’s tip specifically addresses the number of off-campus recruiters and the baton rule, in sports other than basketball.
Coach Bourne, Coach Clouseau and the legendary Coach Prefontaine are all prepared to begin a lovely weekend of recruiting. Coach Bourne and Clouseau are on the road recruiting beginning Friday. Coach Bourne is ending his recruiting duties effective 10pm on Saturday and beginning the trek back to Radford. Coach Clouseau will remain recruiting the entire time. Their sport only allows 2 recruiters on the road so when can Coach “Pre” begin his recruiting activities?
ANSWER Bylaw 11.7.4.3 The moment Coach Bourne ceases his recruiting activities and begins his return trip to Radford Coach “Pre” can begin his recruiting activities. However, if Coach Bourne was not returning to town before then beginning another recruiting activity on Monday, Coach “Pre” would have to wait to recruit on Sunday because that variation exists in Bylaw 11.7.4.3.2

Since this document was released, there have been questions that I am going to clarify now. This clarification includes all interps and educational columns. There are only 2 baton rules for each sport. Rule 1 can be applied during the entire year. Rule 2 can be applied 2 different “ways”, one “way” for basketball and one “way” for all other sports. The “way” for basketball, is that it can only be applied in the month of July. The “way” for all other sports, is that it can only be applied for the months of June, July and August. If you are in your sports “acceptable months” you can use either rule. If however, you are a sport like imaginary ice hockey, and the evaluation period bleeds over into the first two days of September, the only rule you can use in the month of September is Rule 1, but on August 28th-31st you could use either Rule 1 or Rule 2.
Parameters of explanation: For the example I am about to give we are using the following parameters Number of Coaches: 3 Allowable Recruiters: 2 Rule 1 = “Same day” Rule Rule 2 = “Different day” Rule Three coaches are in are ready to recruit, two go to a site recruiting on a Wednesday morning, when can the third begin recruiting?

Facts: Sport = Imaginary Ice hockey Month = July We are in a proper recruiting period (evaluation or contact)
The answer depends on whether or not Coach #1, which is concluding his recruiting activities at 3pm (1500 for our friends that use military time), will be returning to campus before going recruiting again. If Coach #1 will be returning to campus before going recruiting again, then Coach #3 can begin immediately at 3:01pm (1501) on Wednesday. That is how Rule 1 applies. If, however, Coach #1 is not returning to campus before going back out recruiting, then the answer for Coach #3 is Thursday 12:01am (0001) before beginning recruiting activities. That is how Rule 2 applies.
In these two answers there are two key components. -Returning to campus or not, and -Which day the next coach can begin.

Now please take a moment to read the three bylaws pertaining to the baton rule. 11.7.4.3 Off-Campus Recruiting -- At Any One Time. It is permissible for a coach to leave campus to engage in off-campus contact or evaluation before another coach who is off campus actually returns to campus, provided the total number of coaches recruiting on behalf of the institution at any time does not exceed the permissible number. The coach being replaced must complete his or her recruiting activities before another coach may begin any off-campus recruiting activity. Further, the replaced coach may not engage in additional recruiting activities until after he or she has returned to the institution's campus. (Adopted: 1/10/93, Revised: 4/28/05 effective 8/1/05, 12/13/05)
11.7.4.3.1 Exception -- Basketball -- July Evaluation Periods. During the July evaluation periods, a replaced coach is not required to return to the institution's campus before engaging in additional recruiting activities, provided not more than three coaches engage in off-campus recruiting activities each day. 11.7.4.3.2 Exception -- Sports Other Than Basketball -- June, July and August. In sports other than basketball, during June, July and August, a replaced coach is not required to return to the institution's campus before engaging in additional recruiting activities, provided not more than the permissible number of off-campus recruiters in the particular sport engage in off-campus recruiting activities each day (see Bylaw 11.7.4). Lastly would you please take the time to read several explanations, of the rules, from other sources. Notre Dame – regarding Rule 2 Just a little clarification as we approach June and you look to utilize the new off-campus recruiting exception to the baton rule for June, July and August (Proposal 2010-21). As discussed, the new exception allows a coach who is on the road recruiting to be replaced by another countable coach and then come back on the road without returning to campus. It is important to note, however, when using this exception that at no time can the permissible number of off-campus recruiters be exceeded in one day. For example, in the sport of softball, the permissible number of off-campus recruiters is 2. Let’s say on Wednesday, June 1 both Deanna and Kris are on the road recruiting. Deanna leaves the softball field at noon and goes on vacation with her family with the intention of getting back on the road recruiting immediately following her vacation (without returning to S. Bend). Even though Deanna is done with all recruiting activity at noon, Lizzy may not begin recruiting until Thursday, June 2. This is different than the regular baton rule, which would allow Lizzy to begin recruiting as soon as Deanna stops all recruiting activities. If the regular baton rule is used (Lizzy begins recruiting on the same day), Deanna would be required to return to campus prior to going back out on the road. Although the new exception exists for June, July and August, you do still have the option to follow the normal rule. As you map out your recruiting for the summer, you will need to figure out which option works best for you.
NABC – National Association of Basketball Coaches (keep in mind their sport allows 3 recruiters not just 2 like our previous examples) – regarding Rule 2. Baton Rule –replaced coach [Bylaw 11.7.4.3.1] During the July evaluation period, a replaced coach is not required to return to the institution’s campus before engaging in additional recruiting activities, provided no more than three coaches engage in off-campus recruiting activities each day.

University of Minnesota – regarding Rule 1 Compliance Weekly E-mail – Volume II June 6, 2006 BATON RULE RECRUITING On August 1st, 2005, it became permissible for a coach to leave campus to engage in off-campus contact or evaluation while another coach is still on the road, as long as the coach leaving campus does not begin recruiting until the coach on the road is done recruiting. This rule presumes that your sport is within the NCAA limit on off-campus recruiters. (See Bylaw 11.7.4) Per an NCAA interpretation, the coach that is replaced for recruiting purposes may not resume recruiting activities until he or she has actually returned to campus. For example, if a coach recruits a Florida prospect and stays on vacation in Florida while another coach goes out recruiting, the first coach must return to campus to begin recruiting again, they cannot just resume recruiting in Florida after the other coach is done. Virginia Tech – regarding Rule 2 When replacing coaches on the road recruiting during June/July/Aug, the coach being replaced does not have to return to campus/airport before reengaging in recruiting activities later. The only consideration now during June/July/Aug is to ensure that your sport’s maximum staff number permitted to engage in off-campus recruiting activities is not exceeded on any single day.

BATON RULE With the spring evaluation period coming to an end, the football coaches at Ocean State University want to make sure they get in a few last recruiting trips. The total number of permissible recruiters is on the road recruiting today and the first assistant coach will complete his recruiting activities at noon. Another assistant coach will replace him and begin recruiting at 1pm today. The first assistant coach would like to recruit again tomorrow. Does he have to return to campus prior to engaging in additional recruiting activities? Yes. NCAA Bylaw 11.7.4.3 states that it is permissible for a coach to leave campus to engage in offcampus contact or evaluation before another coach who is off campus actually returns to campus, provided the total number of coaches recruiting on behalf of the institution at any time does not exceed the permissible number. The coach being replaced must complete his or her recruiting activities before another coach may begin any off-campus recruiting activity. Further, the replaced coach may not engage in additional recruiting activities until after he or she has returned to the institution’s campus.
Stony Brook – regarding Rule 1 6/13/08 - Tip of the Week - Recruiting Coaches At Any One Time (11.7.4.3)
Happy Friday Seawolves I know, I know, I indicated in the last Tip of the Week that it was my last of the academic year. Well, a good recruiting question was asked, and with the summer period being a very busy recruiting period for most, I thought I'd send out a reminder about some recruiting legislation as it refers to the number of recruiters out on the road "at any one time". As you may know, the NCAA got rid of the former baton rule about 3 years ago. Coaches can now head out on the recruiting trail before another coach gets back to campus, providing additional flexibility. However, that coach being replaced may not engage in additional recruiting activities until that coach returns to campus. Once that coach does return to campus, that coach can now go back out on road for recruiting purposes, provided that sport is within the permissible limitations per NCAA Bylaw 11.7.4.

University of Texas – regarding Rule 1 Question: I'm on the road recruiting and our coaches are conflicted on the "baton rule" when coaches come on and off the road. My understanding is that coaches do not have to be on campus before the next one leaves to recruit. Is this correct? I think the rule changed fairly recently so that one has to be on the way back as the other one is leaving. Please advise. Answer: You are correct that the NCAA changed the “baton rule” in 2005 to eliminate the requirement that when the limit of off-campus recruiters is reached that a coach being replaced must return to campus before then replacing coach can depart for recruiting. The rule now permits a coach to leave campus to engage in off-campus contact or evaluation before another coach who is off campus actually returns to campus, provided the total number of coaches recruiting on behalf of the institution at any time do not exceed the permissible number. The coach being replaced must complete his or her recruiting activities before another coach may begin any offcampus recruiting activity. Further, the replaced coach may not engage in additional recruiting activities until after he or she has returned to the institution's campus.
