Amendment No. 4 to LTE in Rural America Master Agreement and Verizon Wireless Agent Agreement

At its meeting of February 18, 2016, the City Council convened in executive session to review and discuss the business and competitive aspects of KPU implementing a 4G/LTE wireless network business plan. At that time, staff indicated that proposed amendments to existing agreements and new agreements between the City of Ketchikan d/b/a Ketchikan Public Utilities and Verizon Wireless would be submitted to the City Council for formal consideration and approval at its meeting of March 3, 2016. This is to advise the City Council that such amendments and/or agreements will not be forthcoming until the City Council meeting of March 17, 2016.

Mayor Williams noted the issue regarding wheelchair access cabs will be brought back. MAYOR AND COUNCIL COMMENTS Councilmember Harris thanked the Streets Department for fixing the parking on Grant Street. He informed he is going to Seattle next week for a week of marijuana research to help out the City. Councilmember Sivertsen thanked Ms. Pilcher for discussing her concerns, saying he has been meeting with a group that is looking at addressing some of the issues she brought up with regards to the missing people and other issues in the community, including domestic violence and drug use, things like that. He said the Police Department came to that group of about 15 people to explain where they are at. He said he was sure the manager would talk to the Police chief about the request, noting it is a sad thing because there is no closure for some people. Councilmember Isom thanked everyone who spoke tonight, especially Arika Paquette. Councilmember Gage thanked everyone who came to the meeting tonight. She said she has spent the last couple of years working with these people and their projects. Councilmember Zenge said she is glad the wheelchair accessible taxicabs is going to be on the agenda, as Ms. McDonald's statement was moving. She noted that she works in the Plaza and sees her struggle every day. She felt something needed to be done and we shouldn' t kick the can down the road. Mayor Williams noted the passing of Garr Boles this past week, who ran two of the cab companies in town, and he expressed condolences to the family. He asked if someone could do the radio tomorrow, and Councilmember Sivertsen volunteered. He also addressed the docking of ships, saying he will push a little harder next year. He felt some of the merchants may speak to the Council about it. He commented he was happy to see the power washer operating, saying he has a list of places that need washing. He said he loves to see it because it really cleans up things. The Council recessed into executive session at 8:50p.m. and reconvened at 9:02p.m. Mayor Williams said the Council has completed an executive session to review the City of Ketchikan d/b/a Ketchikan Public Utilities 4G/LTE Wireless Network Business Plan and no action would be taken tonight. ADJOURNMENT

As there was no further business, the Council adjourned at 9:03 p.m.
