A RESOLUTION OF BAL HARBOUR VILLAGE, FLORIDA, RELATING TO THE COLLECTION AND DISPOSAL OF SOLID WASTE AND RECYCLABLE MATERIALS IN BAL HARBOUR VILLAGE, FLORIDA; DESCRIBING THE METHOD OF ASSESSING SOLID WASTE COSTS AGAINST ASSESSED PROPERTY LOCATED WITHIN BAL HARBOUR VILLAGE, FLORIDA; DETERMINING THE SOLID WASTE COST AND THE INITIAL SOLID WASTE SERVICE ASSESSMENTS; DIRECTING THE PREPARATION OF AN ASSESSMENT ROLL; AUTHORIZING A PUBLIC HEARING AND DIRECTING THE PROVISION OF NOTICE THEREOF; AND PROVIDING AN EFFECTIVE DATE.

ADMINISTRATIVE RECOMMENDATION It is recommended that the Council approve the Solid Waste Assessment for FY 2017-18 at a rate of assessment equal to $224.74 for each Dwelling Unit with a Multifamily Residential Establishment and $480.32 for each Single Family Residential Unit ; no rate adjustment is proposed. This rate provides for Solid Waste and Recyclable Materials collection and disposal services to residential customers. BACKGROUND To provide solid waste and recyclable materials collections and disposal services, the imposition of an annual Solid Waste Service Assessment was implemented as an equitable and efficient method of allocating and apportioning solid waste costs among parcels of assessed property .

Based on 2,686 units the rate of $224 .74 for each Dwelling Unit with a Multifamily Residential Establishment and $480 .32 for each Single Family Residential Unit will generate approximately $636,840 to provide for solid waste collection services through FY 2016-17 . Service expansion is anticipated to the Oceana complex for the 237 units reflected on the roll , the additional service units are anticipated to generate an additional $50 ,600 for service. This rate remains unchanged from the current FY 2016-17 amount. The Final Assessment Resolution must be adopted no later than September 15, 2017 . A separate item on this agendci proposes the Village Council schedule its first public hearing in September for September 12, 2017 , with the hearing on assessments to begin at 7 :05 p.m.
