2016 AYSO REGION 498 FUTSAL TOURNAMENT RULES INTRODUCTION: The 2016 Futsal Tournament is the first time AYSO Region 498 has held such a tournament and is limited to the U10 and U12 divisions. All other divisions will play their normal games. The tournament will be played as Group Play on the first weekend followed by Elimination Play. In Group Play teams are divided in to 2 brackets and teams in each bracket play a round robin series of games; accumulating points. In Elimination Play the standings from Group Play determine which game a team plays. There will be Quarter-Finals, Semi-Finals, and Finals, with consolation games at each stage. Each team will play 3 games in Group Play and 3 games in Elimination Play. TOURNAMENT COMMITTEE: Director: Simon King, Referee Director: Bob Bradley GENERAL RULES:  Game Schedule: The Game schedule is published on http://sportac.us. Group Play games are fully populated with team details, however, the Elimination Play games will not be populated until after Group Play has concluded. The Elimination Play schedule may be adjusted to accommodate coaches coaching teams in both U10 and U12 divisions.  Home Team: 1st team listed on each game in the schedule on http://sportac.us. The home team will kick-off the game in the first half.  Away Team: 2nd team listed on each game in the schedule on http://sportac.us.  Bench Locations: The Home Team’s Bench for the first half will be the Bench closest to the main entrance to the gym. The Away Team will occupy the other bench. Teams shall swap benches during halftime.  Defensive Ends of the Court: Teams shall defend goals directly in front of their respective benches.  Rosters: Teams must have on site at all tournament games the Team Roster, as supplied by Division Coordinator. If don’t have a Team Roster contact your Division Coordinator.  Game Prep: At least ten (10) minutes prior to the start of each match, a copy of the Team Roster must be presented to the Referee by each coach. Only players listed on the Team Roster are permitted to compete in matches.  Timekeeper/Scorer: Each match should have an independent Timekeeper/Scorer, who will run the electronic scoreboard. In the absence of or a fault in the scoreboard the Timekeepr/Scorer shall record details manually. If a Timekeeper/Scorer is not available the Referees shall keep time and record scores.  Post Game: At the conclusion of each match, each coach should verify the final score and sign the game card, held at the Timekeeper/Scorer table.  Elimination Play: Only Quarter-Finals, Semi-Finals, and Final games require a winner; consolation games may end in a tie.  CONDUCT: Players, coaches, and spectators are expected to conduct themselves within the spirit and the letter of the law. Displays of temper or dissent are cause for ejection from the game and the gymnasium. The team coach may be held responsible for the behavior of his team, the team’s officials and the team's spectators. 1

2016 AYSO REGION 498 FUTSAL TOURNAMENT RULES  EJECTIONS: Players, coaches, team officials and spectators ejected from a game by the referee will be ineligible for the next scheduled game. Any team violating this provision shall forfeit its match for using an illegal player or coach.  Artificial noise-making devices are prohibited.  PROTESTS: Protests will only be considered for procedural matters. NO PROTEST WILL BE HEARD WHEN THE DISPUTE INVOLVES THE JUDGMENT OF THE REFEREE. All resolutions by the Tournament Director(s) are final. Coaches are encouraged to ask for explanations on the interpretation of the Laws of the Game, but will not be considered as protests.The Referees' and Tournament Director’s interpretation of the rules will be final.  INTERPRETATION OF TOURNAMENT RULES: The Tournament Committee reserves the right to decide on all matters pertaining to the AYSO Region 498 Futsal Tournament. ELIMINATION PLAY The games for Elimination Play will be published after the completion of the Group Play. The Elimination brackets are shown at the end of these rules.

TEAM SCORING SYSTEM AND TIEBREAKERS USED THROUGHOUT THE TOURNAMENT: Scoring System for Standings: 6 points for a win 3 points for a tie 0 points for a loss 1 point for every goal scored, up to a 3 goal maximum Forfeit matches will be scored as a 1-0 win 2

2016 AYSO REGION 498 FUTSAL TOURNAMENT RULES Tie breakers are as follows: 1 - Most points 2 - Head to head result 3 - Most goals scored (up to 3 per game) 4 - Least goals against 5 - Red cards 6 - Coin toss Team No Shows, Late Teams, Walk-offs: A team NOT on the pitch and ready to play at the scheduled game time shall be allowed a 5 minute grace period. After the grace period, a team not on the pitch ready to play, or refuses to enter the pitch shall be deemed to have forfeited the match. A team stopping/walking off during a game or refusing to re-enter the pitch to resume play, shall be deemed to have forfeited the game. Additional Penalties Associated with Cautions, Send-Offs, and Ejections: In addition to the sanctions listed in the Laws of the Game, the following penalties will apply during the tournament: 

Each Caution (Yellow Card) – deduction of 1 point from accumulated points tally.



Each Send-off (Red Card) - deduction of 3 points from accumulated points tally.



A coach Ejection - deduction of 3 points from accumulated points tally

Additional Penalties Associated with Abandoned Matches Due to Spectator Interference: If the Referee has to abandon a match due to spectator interference or any other problems, the Referee shall report the incident to the Tournament Directors. The Tournament Directors will consider the incident and may apply penalties that may include: 

Ejection of one or both of the team(s) from this tournament.



Deduction of accumulated points.



Spectator attendance bans

If the result of the game is required, one of the following applies: 

Score at the time the game was abandoned stands o If score is tied and a winner is required, the result is to be determined by a coin toss. Note: The schedule does not allow a Kick from the Penalty Mark procedure



Forfeit applied to team deemed to have caused the incident.

2016 AYSO REGION 498 FUTSAL TOURNAMENT RULES PROCEDURE TO DETERMINE THE WINNER OF A MATCH: This procedure only applies to Quarter-Finals, Semi-Finals, and Final. Kicks from the Penalty Mark procedure is: 

The referee chooses the goal at which the kicks will be taken

 The referee tosses a coin and the team whose captain wins the toss decides whether to take the first or the second kick  The referee, the second referee, and the timekeeper keep a record of the kicks being taken 

Subject to the conditions explained below, both teams take three kicks



The kicks are taken alternately by the teams

 If, before both teams have taken three kicks, one has scored more goals than the other could score even if it were to complete its three kicks, no more kicks are taken  If, after both teams have taken three kicks, both have scored the same number of goals, or have not scored any goals, kicks continue to be taken in the same order until one team has scored a goal more than the other from the same number of kicks 

All players and substitutes are authorized to take the penalty kicks

 An eligible player may change places with the goalkeeper at any time when kicks from the penalty mark are being taken, provided that the referee is informed and his equipment is suitable  Each kick is taken by a different player and all eligible players must take a kick before any player can take a second kick  Only the eligible players, including the goalkeepers, the referees and the third referee are permitted to remain on the pitch when kicks from the penalty mark are being taken  All eligible players, except the player taking the kick and the two goalkeepers, must remain in the opposite half of the pitch. Coaches are responsible for ensuring players remain in the opposite half of the pitch.  If a player enters the half of the pitch were the PK is being taken, the following sanctions apply: o Infraction by kicker teammate, goal scored – PK retaken o Infraction by kicker teammate, goal NOT scored - PK stands o Infraction by opponent of kicker, goal scored – PK stands o Infraction by opponent of kicker, goal NOT scored – PK retaken  The goalkeeper who is the team-mate of the kicker must remain on the opposite side to the substitution zones, on the pitch level with the penalty mark and at least 5yards from it
