APPLICABLE GENERAL PLAN SECTIONS Low Density Residential (LDR) The Low Density Residential (LDR) classification provides for predominantly single family residential areas and single family dwelling units with an overall neighborhood density not to exceed 4 units per acre. For the efficient implementation of this General Plan Land Use category, and to achieve the goals of the General Plan, the City has created the Flex Zone, which provides a diversity of lot sizes and promotes diversification and stability of neighborhoods. The applicable Zoning District classifications are R-1-12 and R-1-Flex. In cases where a parcel of property is immediately adjacent to existing R-1-10 or R-1-8 Zoning on at least 3 sides, the City may allow zoning/re-zoning of the parcel to an R-1-8 or R-1-10 Zone based on the contiguous zoning. ANALYSIS The applicant is requesting review and recommendation of proposed zoning on the Thomas and Holly Bullock Annexation located at 550 West 2100 North. As part of the Lehi City annexation procedures, all annexation requests are required to be reviewed by the Planning Commission. The Planning Commission’s responsibility is to review the proposed annexation and determine whether or not the requested zoning is appropriate and complies with the General Plan. The Planning Commission’s recommendation will be forwarded to the City Council for their review upon final consideration of the annexation. The General Plan designates this property as Low Density Residential (LDR), and the proposed zoning of R-1-12 is in compliance with this designation. This annexation is being done by resolution because the property is part of an existing county island. Water dedication will be required prior to the annexation being recorded with the Utah County Recorder’s Office. The DRC commented that the annexation name must be changed since there has already been a Bullock Annexation recorded. The DRC recommended naming the annexation the Thomas and Holly Bullock Annexation. Please consider the other DRC comments as part of the motion. RECOMMENDATIONS/POSSIBLE ACTIONS Planning Division staff recommends a POSITIVE recommendation to the City Council for the proposed R-1-12 zoning on the Bullock Annexation include the DRC comments from May 3, 2017. This recommendation is based on the following findings: 1. The proposed application conforms to the goals and policies of the General Plan. 2. The proposed application does not affect the health, safety, welfare, and morals of the City. 3. Other findings as determined by the public hearing.

DRC GENERAL COMMENTS: 1. There is already a Bullock Annexation recorded at the County. Choose a different name. Suggest using Thomas and Holly Bullock Annexation 2. As a condition of recording the annexation plat and prior to submission of an application for subdivision, the owner needs to complete the required water dedication for the R-1-12 Zone. The amount of water required is 1.35 acres feet per acre of culinary water and 2.34 acre feet per acre of irrigation water. 3. An annexation agreement will required as part of the annexation process. The applicant is responsible to request a copy of the draft agreement prior to the final City Council meeting 4. A Mylar copy of the annexation plat is required prior to scheduling the annexation for final City Council approvals. 5. As a condition of recording the annexation plat, and prior to submission of any development application, the owner/developer needs to complete the water dedication of the R-1-12 Zone. 6. Access for flag lot for future development is a minimum width of 20-feet and 150 foot maximum length, unless otherwise approved. Also, conditional use approval is required. THIS ITEM WILL BE SCHEDULED FOR CITY COUNCIL ON MAY 23, 2017
