ANALYSIS As part of the Lehi City annexation procedures, all annexation requests are required to be reviewed by the Planning Commission. The Planning Commission’s responsibility is to review the proposed annexation and determine whether or not the requested zoning is appropriate and complies with the General Plan. The Planning Commission’s recommendation will be forwarded to the City Council for their review upon final consideration of the annexation. This property is currently 52.5 acres of residential and agricultural property located at approximately 550 North 1400 West. The applicant is requesting annexation into the R-1-22 (residential) zone. The proposed R-1-22 zone is consistent with the surrounding areas as well as the Very Low Density Residential/Agriculture (VLDRA) General Plan Designation. This property is also located in a PRD/PUD opportunity area on the General Plan. Planning Staff is supportive of and encourages the applicant’s proposal to develop the property as a PRD to preserve open space along the West Dry Creek channel. As per the DRC comments, the master planned trail along the waste ditch will need to be included in the development of the property, and Waste Ditch improvements will need to be included in the development of the property. Lehi Irrigation approval will also be needed for any irrigation ditches being affected by the development. A short line extension will be required to develop this property. As a condition of recording the annexation plat, and prior to the preliminary subdivision application being scheduled for Planning Commission, the owner/developer needs to complete the required water dedication for the R-1-22 Zone. For the R-1-22 Zone, the rate is .79 acre feet per acre of culinary water and 2.9 acre feet per acre of irrigation water. An annexation agreement will also be required as a condition of recording the plat. RECOMMENDATIONS The Planning Division staff recommends a POSITIVE recommendation to the City Council for the proposed zoning on the Glen Gurney annexation. This recommendation is based on the following findings: 1. The proposed application conforms to the goals and policies of the General Plan. 2. The proposed application does not affect the health, safety, welfare, and morals of the City. 3. Other findings as determined by the public hearing.

GENERAL COMMENTS: 1. Annexation agreement will be required as a condition of recording the annexation plat. 2.
