ANALYSIS As part of the Lehi City annexation procedures, all annexation requests are required to be reviewed by the Planning Commission. The Planning Commission’s responsibility is to review the proposed annexation and determine whether or not the requested zoning is appropriate and complies with the General Plan. The Planning Commission’s recommendation will be forwarded to the City Council for their review upon final consideration of the annexation. This property is currently 13.69 acres of farm land located at approximately 1450 South 1500 West. The applicant is requesting annexation into the TH-5 (Transitional Holding) and A-1 (Agriculture) zones with the zoning boundary splitting the parcel down the middle. The western 6.81 acres is proposed to be zoned A-1 with the intention of Lehi City taking ownership and incorporating it into the Forrest Mellor Park property. The eastern 6.88 acres will be zoned TH-5 and will remain under the ownership of Peggy and Stan Lewis. They will continue to use the property for agricultural purposes, and the property will need to be rezoned before any development can occur in the future. The proposed A-1 and TH-5 zones are consistent with the Very Low Density Residential/Agriculture General Plan designation. The DRC commented that the City will need to address how water rights will be provided to serve the future demands on the portion of the property being incorporated into the Forrest Mellor Park. The DRC also requested a legal description of each proposed zoning area so that the zoning can be accurately entered into the City and County databases. RECOMMENDATIONS Planning Division staff recommends a POSITIVE recommendation to the City Council for the proposed zoning on the Rowley annexation. The proposed application conforms to the goals and policies of the General Plan. The proposed zoning of TH-5 AND A-1 are consistent with the VLDRA General Plan designation.
