OPENING: Jason Kerns, NPPB President, called the meeting to order at 7:09 p.m.

APPROVAL OF MINUTES: Aaron Yuhasz made a motion to approve the December minutes. The motion was second and approved as presented.
3.
BOARD/ADVISORY COUNCIL APPROVALS: Lou Shubin has temporarily stepped down from the treasurer position for personal reasons.

DIVISION REPORT A. Pony: There are 9 Pony manager candidates; at least half have kids who are potential gold division players. There was a discussion on the process of manager interviews/ selection. Manager candidates need to be present to evaluate players. It’s important that only one evaluation form is submitted per manager. B. Bronco: Bronco has 9 manager candidates, with half projected to have gold division players. Bronco will likely have 2 Bronco Gold teams, and 4-5 Bronco Black teams. Camarillo ABL is not interested in joining the interleague this year. Agoura and Westlake have stated that their top-level kids have left the league. The goal is for each league to put in 2 teams, giving a total of 6 for the Bronco Gold/American division. There is a possibility for our Bronco Black division to interleague with Agoura and Westlake as well. C. Mustang: There are 107 players, and 9 manager candidates plus an additional potential manager candidate. A sign-up genius was sent out for evaluation day volunteer help. D. Pinto: Pinto has 12 manager candidates, so there will most likely be 3 Pinto Gold teams and 8-9 Pinto Black teams. Mat Wesner will take the lead on the Pinto evaluations. E. Shetland: Shetland currently has 117 players registered. Based on the age split, there will be 6 gold and 5 black division teams. There are 12 manager candidates. F. Mini Shetland: Mini Shetland currently has 3 manager candidates.

EVALUATION DAY PREP: Evaluations will be held at Del Prado and Peppertree fields. Shetland, Pinto and Mustang will be at Del Prado, and Bronco and Pony will be at Peppertree. Forms and guidelines for ratings have been sent out to the division directors. Equipment (pitching machines, L screens, etc.) needs to be moved over to the fields. Division directors should get to the fields early to set speeds of machines. It was suggested to schedule top 3-4 kids in 1

the division for calibration. It was also suggested to have the kids start in the outfield (with three different spots for fly balls), then bring in to field groundballs at shortstop, then hit and run the bases. Balls hit should be consistent and challenging. Finally, make sure the managers are using a 10-point scale. 6.
ADVISORY COUNCIL A. Registration: There are currently 543 players registered, which is 92% of projected for the 2017 spring season. B. Snack Shack: Cheryl Bryarly, Snack Shack Advisor, would like to increase the pay for the snack shack workers to be consistent with the California minimum wage law. She would also like to give a raise to the returning/ lead workers. New workers will receive $10.50/hr, and returning/lead workers will receive $11.50/hr. C. Equipment Purchases: List of equipment previously mentioned was purchased, and need to be assembled. We still need to determine what equipment is needed for Mini Shetland. D. Golf Tournament: Preparation is underway. Flyers are being made. There will be raffles with the team basket donations. Let Geoff Combe know of any other donations for the golf tournament. Geoff also mentioned a company that will run the silent auction for $1,500. More discussion is needed. E. President’s Day Tournament: Jason Kerns made a motion for the league to partner with USSSA for the President’s Day Tournament, and run it as a league fundraiser. Motion was second, and approved.

OLD BUSINESS A. Interleague Update: Jason Kerns and Bob Grieder met with the other leagues to discuss the interleague rules. The following rule changes were highlighted: a. Replacement Players – must wear original jersey, cannot pitch, catch, or play shortstop and must bat last in the lineup. They must also be registered with the league. b. Official Game Time – starts when first batter in batter’s box. c. Plus-1 Playoff Game – was added back this year to the double elimination format. d. Game Reschedules – requests must be made at least 7 days in advance, and rescheduling is not guaranteed. e. Coaches Rule – for Pinto and Mustang, only 4 coaches are allowed in the dugout, and 2 defensive coaches outside. For Bronco/Pony, only 3 coaches allowed in the dugout, and 2 defensive coaches outside. Umpire has right to put everyone back in the dugout except for base coaches. B. Pitching Rules Update: PONY National is adopting the Pitch Smart USA guidelines. We will be using these guidelines for interleague, but with some modifications. Pitching logs need to be created for each division. Also, if a player pitches more than 39 pitches, then he cannot catch. If the player catches first, then he can only pitch 39 pitches (hard limit). The ultimate goal is to provide players with enough rest. Jason suggested adopting the guidelines for all divisions.

NEW BUSINESS A. 15U New Bat Rule Notifications: All 15u players will have to use a BBCOR bat in both the Pony Black and Gold divisions. B. Proposed Change for Black Divisions: Aaron Yuhasz would like to suggest a rule addition for Pinto Black and Mustang Black that requires a player to play at least one inning in the infield a game. It was suggested that this question be asked at manager interviews, and considered in manager selections.
