Main Street Rehabilitation Project UPDATE – May 19, 2015 Hi everyone!!! At their May 12, 2015 meeting the Placerville City Council approved Phase 2 of the Main Street Rehabilitation project and authorized City staff to proceed with requesting bids. In finalizing the components of the Phase 2 project the City carefully estimated the cost of each element and included those features that can be funded within the existing budget allocation of approximately $1.1 million. In addition to the ‘base’ project, the Council approved additional features that can be implemented, if funding allows. Councilmembers expressed appreciation for all the community participation throughout the design process. In making a final decision on each element of the project, the Council relied heavily on input from four community meetings, and the responses received to three community surveys. Based upon the engineer’s estimate, the base project will include the following. Grinding approximately 3” of existing asphalt and overlaying new asphalt Constructing required disability access upgrades at crosswalks and constructing related bulbouts (note: crosswalks would be standard asphalt with standard striping in the base project) Placing decomposed granite in the new bulb-outs Correcting existing drainage deficiencies Abandoning portions of existing waterline, where appropriate Constructing the Reservoir Street waterline extension Placing conduit for future electrical service to illuminate protective bollards One tool the City will use to maximize the features that can be done as part of the construction this fall is ‘bid alternatives.’ An alternative is bid separately by the contractor and can be added or omitted in the event of sufficient or insufficient construction funds. If bids on the base project come in lower than the engineer’s estimate the City can then award additional alternatives that fit within the available funding. This maximizes the amount of work the City can accomplish with existing budgeted funds, and minimizes the risk that the project will exceed the budgeted amount at the completion of construction. Elements that also received City Council approval, and will be bid as alternatives are the following. Alternative #1 Planting new trees with root barrier system Alternative #2 Upgrading material within bulb-outs from decomposed granite to stamped and stained concrete Alternative #3 Installing wiring to illuminate bollards Alternative #4 Upgrading crosswalks with stamped and stained concrete Alternative #5 Installing tree grates on tree wells

Any alternative elements that cannot be afforded within the existing project budget will be implemented in the future, as funds become available. With the City Council’s action, staff anticipate advertising the project for bids the first week of June, with construction to start in late July. Construction is anticipated to take approximately 9 weeks, with completion anticipated by the end of September.
