MINUTES OF THE STRATA COUNCIL MEETING OF STRATA CORPORATION LMS 4071, THE EUROPA, HELD ON THURSDAY, MARCH 22, 2012 AT 6:00 PM, IN THE MEETING ROOM, 63 KEEFER PLACE, VANCOUVER, BC In Attendance:

1. CALL TO ORDER The Council President Fern Jeffries called the meeting to order at 6:00 pm.

2. APPROVAL OF PREVIOUS MEETING MINUTES It was MOVED/SECONDED; to approve Council minutes of February 23, 2012. CARRIED 3. FINANCIAL REPORT Approval of the financial Statements to February 29, 2012 It was MOVED/SECONDED; to approve the financial statements to February 29, 2012. CARRIED Arrears Report - The current amount of arrears, excluding the money we will recover from Frank Buck, is $20,239.87. A total of $922.25 remains to be collected from owners from the 2011 special levy to replenish the CRF. There are 3 suites currently with a lien placed against their property and there is 1 suite at the collections office. Strata Council wants to remind owners to bring their accounts up to date to avoid incurring legal charges.

4. REVIEW OF ONGOING ISSUES AND INITIATIVES Building refurbishing issues; -Carpet replacement: Council reviewed quotes to replace the carpet on four hallway floors. As the cost was within this year’s operating budget it was MOVED/SECONDED; to proceed with installation of carpet on four floors by Beatty Floors for $7,590.00. CARRIED Glass wall: Deferred to next meeting for more information Signage Deferred to next meeting for more information -Front of building: The electrostatic painting quote to refinish the railings and garbage receptacle at the front of the building was not available at the time of the meeting; once received it will be forwarded to Council for review. Wendy-- I thought we did approve. T-balcony inspection A survey of the T-balcony glass panels was undertaken No deficiencies found. Moving forward the T-balconies will be inspected every other year. Europa website Council and tech support are finalizing the new website which will be available to owners shortly. False Creek Residents Association (FCRA) and the Crosstown Residents Association (CRA). All residents of Europa are encouraged to participate in these resident associations to improve the overall quality of life in our community. All residents are eligible to be members of the Boards of both organisations. On March 6, the CRA hosted an open forum with the Parks Board. The primary topic was the need for an off leash dog area. Two areas are being considered. One is the area off the Carrall Street Greenway, below the viaduct. The second area under consideration is on the southeast corner of Andy Livingston Park, east of Carrall Street. Parks Board Chairperson Constance Barnes has assured us that we will have an off leash area soon. Residents also raised concerns about the standard of maintenance in Andy Livingston Park. The City Gate Inter Tower Group, (a member organization of the FCRA) is planning a session at Science World on April 12th. All residents are invited to review the plans for public and private space around Science World. 5.

NEW BUSINESS Maintenance issues; -Mechanical repairs: Council reviewed three quotes from Milani for mechanical/plumbing/heating system repairs. It was MOVED/SECONDED; to approve two quotes that require immediate attention. The Property Manager will confer with Milani on the appropriate scheduling for remaining quoted repair. CARRIED It was discussed that Council and the Property Manager require a better system of reporting for quotes. A request will be put forth to Milani to have each repair/replacement quote prioritized as to the state of urgency. -Annual fire protection report: The Levitt Safety report and deficiency quote was reviewed and it was MOVED/SECONDED; to proceed with repairs and inspection of units that were not accessible for the inspection.

CARRIED -Elevator flooring: To perform repairs to the elevator interior control panel the flooring must be removed to access the panel. As this has been an on-going issue for some time Council MOVED/SECONDED; to approve the removal of the existing flooring and the installation of rubber tiling as recommended by the decorator CARRIED Fitness equipment

As noted in the previous minutes the treadmill requires a new drive motor at the cost of $1,150.00. Council reviewed the specifications and cost of two treadmill models. After careful deliberation the Council concurred that the purchase of a new treadmill would be the most economical choice. It was MOVED/SECONDED; to proceed with the purchase of Precor TRM 932 treadmill with an extended 5 year protection plan for $7,385.00. CARRIED 6. CORRESPONDENCE 1.

A letter was reviewed regarding the dispute of a bylaw contravention in which a fine was levied against the owner. Council confirms that while the stated bylaw was contravened and will ensure that the appropriate procedures to apply a fine were are met.

7. ADJOURNMENT & NEXT MEETING

There being no further business, the meeting was adjourned at 7:40 pm.

The next meeting will be the Annual General Meeting on Thursday, April 26, 2012 at 7:00 pm.
